REQUEST FOR PROPOSALS

The City and County of Honolulu, Department of Community Services (“DCS”), is seeking proposals from qualified private nonprofit organizations to lease City properties to provide housing for special needs groups as defined in this Request for Proposals (“RFP”), pursuant to Section 28-3.5, Revised Ordinances of Honolulu (ROH). The properties are identified as follows:

1. TRANSITIONAL APARTMENTS
Location: CONFIDENTIAL LOCATION.
Improvements: A three story apartment building containing 6 2 bedroom, 2 2 bathroom units. One unit is reserved for the
resident manager.
Use: Transitional housing facility for abused spouses and
their children.
2. WEST LOCH SITE
Location: 91-1002 Apa’a Street
Ewa, Hawaii 96706
TMK: 9-1-065:001
Improvements: Single family two story dwelling containing 5 bedrooms,
3 baths, and garage on a 4,069 square foot lot.
Use: Operation of a group home for special needs youth.
3. MANOA SITE
Location: 2019 Vancouver Drive
Honolulu, Hawaii 96822
TMK: 2-8-016:027 and 029
Improvements: Two story multifamily apartment building with 25
one-bedroom and 9 two bedroom units on a 26,700
square foot site. Also includes 27 parking stalls,
an elevator, laundry rooms, a multi-purpose room
and administrative offices.
Use: Transitional housing for persons experiencing
homelessness.

4. LILIHA SITE
Location: 710 Kunawai Lane
Honolulu, Hawaii
TMK: 1-7-043:44
Improvements: A 5-bedroom, 2 baths, single-family detached dwelling.
Use: Group home for the elderly.
5. EWA SITE (WEST LOCH)
Location: 91-1015 Maka`aloa Street
Ewa, Hawaii 96706
TMK: 9-1-067:002
Improvements: Single family two story dwelling containing 5 bedrooms,
3 baths, and garage on a 3,724 square foot lot.
Use: Operation of a group home for special needs youth.
6. HONOLULU SHELTER
Location: CONFIDENTIAL LOCATION IN HONOLULU.
Improvements: Two residential dwellings: one two story building with
seven (7) bedrooms and four (4) baths and one detached
dwelling with one bedroom and one bath, all on a 6,000
square foot site. Also includes five (5) parking stalls.
Redevelopment of the property is planned subject to
availability of funds.
Use: Emergency spouse abuse shelter.

Nonprofit organizations and community associations must meet the minimum qualifications for eligibility set forth herein: the nonprofit organization shall have: (1) been determined to be an organization eligible for exemption from income tax under Section 501 of the federal Internal Revenue Code, (2) have at least three years of experience in operating a housing program for the proposed client group, and (3) not be in arrears in the payment of taxes, rents or other obligations owed to the City and County of Honolulu, and not be in arrears in the payment of any state or federal taxes. Proposals submitted will be evaluated according to: (a) its meeting specified housing priorities of the City and County of Honolulu, (b) economic feasibility, (c) anticipated accomplishments, (d) project readiness, and (e) experience and financial capability of the applicant, including experience in administering housing projects that are subject to the regulations of the Community Development Block Grant Program and/or the HOME Investment Partnerships Program. Preference will be given to those proposals that do not require displacement of clientele. Consideration will NOT be given to proposals requesting assistance for expenses required to carry out the regular responsibilities and operations of the proposing organization. Selection of organizations to lease the properties and the lease is subject to the approval of the City Council. The properties were assisted with funds from the Community Development Block Grant (CDBG) and HOME Investment Partnerships HOME) programs and are subject to CDBG and HOME restrictions on use and management which are more fully described in the full Request for Proposal.
