Funding Opportunity Title: Implementation of the Hawaii Ocean Resources Management Plan

Funding Opportunity Description: This notice is to inform interested parties how the Office of Planning will use available discretionary Coastal Zone Management (CZM) funds. Proposals generally relating to CZM objectives and policies will no longer be entertained. Instead, available discretionary funds will be dedicated to supporting the coordinated implementation of the Ocean Resources Management Plan (ORMP).

The ORMP provides a new, integrated approach to managing activities that affect our ocean resources. The ORMP also provides meaningful context to water quality, polluted runoff, hazards, shoreline access, and a host of CZM interests and concerns. Moreover, the ORMP was the product of extensive collaboration with a wide spectrum of government agencies whose work pertains to ocean resources, the Marine and Coastal Zone Advocacy Council, nonprofit groups, the business community, and private citizens. Hence, the ORMP focus represents a rational approach to the use of discretionary CZM funds. Through the ORMP, the Office of Planning will promote collaborative governance and stewardship.

Proposals selected for funding through this solicitation will be implemented through a contract or letter of agreement. Funding of about $330,000.00 will be available for government/community partnership projects that implement the management goals and strategic actions of the ORMP. Non-federal matching funds or services-in-kind must be identified and provided on a one-to-one matching basis. Awards will be made for projects that will be completed by June 30, 2008.
