The State of Hawaii seeks a highly motivated individual to serve as the Chief Election Officer (CEO). This is an executive non-civil service position requiring an experienced leader with strong communication and public relations skills to aggressively conduct statewide public voter education/awareness of elections activities and encourage voter registration and participation.

The CEO is responsible for planning and administering all State election activities and all State-county elections when occurring concurrently in accordance with applicable rules and statutes. The CEO must maximize registration of eligible voters in the State and maintain all data on registered voters, elections, apportionment and districting. Desirable qualifications include knowledge of Federal, State of Hawaii/county election laws, rules, policies and procedures; knowledge, skills and abilities in the management/administration of large government elections; ability to establish/maintain effective working relationships with elected officials, government agencies, citizens’ groups, and general public; maintenance of public documents and other vital records; ability to analyze and prepare legislation; knowledge of State and Federal legislative processes and promulgating of administrative rules; possession of strong leadership and administrative skills, flexibility, and ingenuity. Pursuant to Sec. 11-1.6, Hawaii Revised Statutes, the person appointed to the CEO position shall be a citizen of the U.S., a resident of the State, and a registered voter of the State.
