NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES
FOR THE LAND DIVISION
OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES
The LAND DIVISION of the Hawaii State Department of Land and Natural Resources (DLNR) seeks qualified professionals to provide services in the categories listed below for the coming fiscal year. Interested professionals should apply to the LAND DIVISION as directed in this solicitation.
Applicants meeting minimum qualifications will be added to LAND DIVISIONs pre-qualified list and will automatically be contacted regarding jobs in their specialty areas that arise during the fiscal year from July 1, 2007 through June 30, 2008.
CATEGORIES OF SERVICES REQUIRED
Real property appraisals pertaining to acquisitions, land valuations, lease rents, lease terms, lease reopenings, remnants and easements; also appraisal consulting
Real estate consulting (real estate development, leasing, financing, brokering, and plan reviews)
Land use planning
Environmental consulting and permitting, regulatory compliance, and EA/EIS preparation
Abstracting services for land title searches
APPLICATION REQUIREMENTS
Qualified professionals interested in offering any of the above services are invited to submit an application consisting of the following items:
1) Letter of interest indicating which categories of services are offered
2) Statement of Qualifications summarized in the LAND DIVISION SoQ Form P-1 which can be downloaded from

Minimum information should include:
a) Experience & professional qualifications relevant to services offered
b) Past performance delivering professional services offered, including notes about corrective actions and responses to any notices of deficiencies regarding specific projects
c) Capacity to accomplish work in required time
d) Proof of any applicable professional certification or licensure in the State of Hawaii
e) Proof of current insurance coverage
DUE DATE: The completed application should be submitted to the Honolulu LAND DIVISION Office by Friday, June 29, 2007 via

Note that E-mailed applications that meet minimum qualifications will also be asked to submit a hard copy of the LAND DIVISION SoQ Form P-1 with the original signature page.
Incomplete applications will not be accepted, and applications received after the June 29 due date will be considered Late. Note that Late applications that meet minimum requirements will be considered, but only for projects that occur during the remainder of the fiscal year according to the following schedule:
Those received between June 30, 2007 and September 14, 2007 will be considered for jobs starting October 1, 2007
Those received between September 15, 2007 and December 14, 2007 will be considered for jobs starting January 1, 2008

*SELECTION PROCESS FOR AWARDS TO QUALIFYING PROFESSIONALS:
When the Land Division needs a professional for a specific service or group of services, a solicitation with the scope of services required will be sent by telephone facsimile or email to those on LAND DIVISIONs pre-qualified professionals list who have indicated they can provide the appropriate service(s). Pre-qualified professionals wishing to respond to that solicitation may then submit their names and proposals with bids within the specified time period.
A LAND DIVISION selection committee will evaluate the proposals and bids, then offer a contract to the lowest bid and/or proposal that offers the \u201Dbest value\u201D to the State. \u201DBest value\u201D means the most advantageous offer determined by evaluating and comparing all relevant criteria in addition to price so that the offer meeting the overall combination that best serves the State is selected. These criteria may include, in addition to others, the total cost of ownership, performance history of the vendor, quality of goods, services, or construction, delivery, and proposed technical performance.
