NOTICE OF PUBLIC HEARING
Pursuant to Sections 91-3 and 92-41, Hawaii Revised Statutes, notice is hereby given that the Hawaii Housing Finance and Development Corporation (HHFDC), Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii, will hold a public hearing on July 19, 2007 at 10:30 a.m. to consider the adoption of Chapter 15-301, \u201DKikala-Keokea Housing Revolving Loan Program,\u201D Hawaii Administrative Rules (HAR) and the repeal of Chapter 17-2006, \u201DLoan Program for Kalapana Disaster Victims,\u201D HAR.
In 1991, Act 314, Session Laws of Hawaii (SLH) 1991 was enacted to authorize 65-year leases to displaced victims of the Kalapana lava flows on the island of Hawaii who were of Hawaiian ancestry. The leases were for lands in the Kikala-Keokea area. Act 144, SLH 2001 established the Kikala-Keokea Revolving Fund to provide qualified lessees with low-interest loans for home construction. The Legislature appropriated $200,000 into the Fund in Act 196, SLH 2006. The Kikala-Keokea Revolving Loan Program replaces the Loan Program for Kalapana Disaster Victims. Therefore, the Kalapana program rules will be repealed.
The HHFDC is promulgating administrative rules to govern eligibility requirements and the origination of loans utilizing Fund monies. The maximum loan amount under the Kikala-Keokea Revolving Loan Program is $100,000. The interest rate for Program loans will be 3 percent per year.

All interested persons are invited to attend the hearing and state their views relative to the proposed rule either orally or in writing. Should written testimony be presented, five copies shall be made available to the presiding officer at the public hearing or within seven days before the hearing to:
