INVITATION TO BIDDERS
(Chapter 103D, HRS)
Sealed bids will be received at the Hawaii Housing Finance and Development Corporation (HHFDC), 677 Queen Street, Suite 300, Honolulu, Hawaii 96813, up to 2:00 p.m. on Thursday, June 7, 2007, for HHFDC Job No. 07-009-N90-S, WAIAHOLE VALLEY WATER SYSTEM 24-MONTHS OPERATIONS & MAINTENANCE, Koolaupoko, Waiahole, Kaneohe, Oahu, Hawaii 96744 at which time all properly received and time-stamped bids will be publicly opened and read aloud.
Beginning Monday, May 21, 2007, the INVITATION FOR BID (IFB) may be examined and purchased at the Development Section of the HHFDC at the above address. The purchase price for each set of IFB is a non-refundable $25.00. Cash will be accepted. A cashiers check made payable to Hawaii Housing Finance and Development Corporation will also be accepted. Personal checks or business checks will not be accepted.
Notice of Intent to Bid must be received and time stamped at the Office of the HHFDC no later than 2:00 P.M., Tuesday, May 29, 2007, ten (10) calendar days prior to the date designated for the opening of the bids. The Notice of Intent to Bid may be mailed to the above address or may be faxed to (808) 587-0600 or 587-0588. A copy of the Notice of Intent to Bid form is included in the bidding documents or is available at the above address.
The scope of services consists of the operation & maintenance of the Waiahole Valley Water System for a period of 730 calendar days. Interested Bidders shall meet the qualifications set forth in the bid specifications Bidders Qualifications.
The HHFDC intends to conduct a pre-bid site meeting beginning promptly at 9:00 A.M. on May 25, 2007. Bidders intending to attend must contact and notify HHFDC Project Coordinator, Gary K. Umeda, no later than 2:00 P.M., Thursday, May 24, 2007. Additional pre-bid site visits will not be conducted. Written questions shall be addressed to Gary K. Umeda, Project Coordinator up to May 29, 2007, ten (10) calendar days prior to the date designated for the bid opening, at the address or fax number noted above.
All bids shall include the State General Excise Tax of 4.5%. Bid security of at least 5% of the lump sum bid amount is required. The HHFDC may reject any and all bids and may waive any bid defects whenever HHFDC deems such action is in the best interest of HHFDC. The determination of the lowest, responsible bidder will be made by HHFDC.
