NOTICE FOR PROFESSIONAL SERVICES
(RESUME #1-PROF-07/08)

Pursuant to the provisions of HRS 103D, the County of Kauai hereby provides public notice to invite persons engaged in the professional services listed below to submit current statements of qualifications and expressions of interest for the fiscal year 2007 – 2008:

A. COUNTY ATTORNEY:

1. SPECIAL LEGAL SERVICES. The County Attorney anticipates the need for attorneys licensed in Hawaii to provide services for representation, advice, and counsel in civil and criminal matters in the following areas of law:

Administrative Law Land Use
Construction Law Municipal Law Generally
Real Estate Development Condominium Property Regime
Contract Law Public Financing
Eminent Domain Torts
Insurance Law Worker’s Compensation

In addition to the specific resume information called for at the end of this Notice, interested parties shall include the following information in their submittal:

a. The area(s) of practice in which the attorney or firm is interested in providing services, together with a summary of the number and types of cases/matters handled by each attorney in each category;

b. If applicable, the name of the law firm that the attorney is affiliated with, the number of years the attorney has been with that firm, whether the attorney is a partner of the firm, and what, if any, specialty areas of practice the firm has;

c. A brief description of staff and facilities available to the attorney or firm, including other attorneys, secretarial and paralegal support, and whether the firm has the ability to provide electronic case files during and following the conclusion of the case;

d. The manner of billing, including the range of hourly rates charged by the attorney or firm, together with a summary of the types and amounts of costs charged by the firm, whether any alternatives to hourly billing are available (such as fixed fee per case or project) and a description of the costs or methods of calculating charges under the alternative billing arrangements.

2. TRAINING. The County Attorney anticipates the need to select qualified persons to provide training services in the areas of law listed above and in general law office matters, such as case management and drafting.

In addition to the specific resume information called for at the end of this Notice, interested parties shall include the following information in their submittal:

a. The area(s) of practice in which the attorney or firm is interested in providing training, together with a summary of the number and types of cases/matters in the field handled by the attorney or firm;

b. The names of attorneys and other staff who are available to provide training, and their qualifications;

c. The cost of the services, including hourly rates for each person providing the service or the fee schedule for the training.

B. COUNTY BOARDS AND COMMISSIONS:

1. MASTERS/HEARINGS OFFICERS. The County Attorney anticipates the need to select qualified persons to hold hearings and take testimony and report to the board or commission findings, recommendations, or summaries of matters assigned to the master by the board or commission.

In addition to the specific resume information called for at the end of this Notice, interested parties shall include the following information in their submittal:

a. The relevant experience of the attorney or firm is interested in providing these services, together with a summary of the number and types of cases/matters in the field handled by the attorney or firm;

b. If a firm or organization, the names of attorneys and other staff who are available to provide the services, and their qualifications;

c. The cost of the services, including hourly rates for each person providing the service or a fee schedule.

2. BOARD OR COMMISSION PROSECUTORS. The County Attorney anticipates the need to select qualified attorneys, licensed to practice in Hawaii, to act as a prosecutor in enforcement actions by boards or commissions.

In addition to the specific resume information called for at the end of this Notice, interested parties shall include the following information in their submittal:

a. The relevant experience of the attorney or firm is interested in providing these services, together with a summary of the number and types of cases/matters in the field handled by the attorney or firm;

b. If a firm or organization, the names of attorneys and other staff who are available to provide the services, and their qualifications;

c. The cost of the services, including hourly rates for each person providing the service or the fee schedule.

C. OFFICES OF COMMUNITY ASSISTANCE – HOUSING AGENCY

1. ENVIRONMENTAL ASSESSMENTS. The Housing Agency is seeking the services of a consultant (Engineering or Architectural Firm) licensed to do business in Hawaii, with professional qualifications and experience to prepare Environmental Assessments in accordance with Hawaii’s environmental impact statement law, HRS 343, and National Environmental Policy Act, 24 CFR Part 58 (including an ASTM Phase 1 Assessment) for County sponsored project sites. The environmental assessment shall be prepared to evaluate and document the possible environmental, social and economic consequences of proposed development projects, and processed for public review and participation in planning projects that may affect their community. Services will be used to prepare up to two (2) Environmental Assessments.

Interested parties are encouraged to review and be familiar with the requirements of the following publications by contacting the person named below:

a. The Environmental Guidebook, prepared by the Office of Environmental Quality Control, State of Hawaii (June 2004).

b. Code of Federal Regulations, 24 CFR Part 58 – Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities, and Environmental Review Forms.

2. CONSTRUCTION MANAGEMENT. The Housing Agency is seeking the services of a Construction Manager, licensed Architect or Engineer, to carry out monitoring of construction work for conformance with contract documents and quality control, attend weekly job site meetings, maintain records, prepare site visit reports, testing, and final completion and inspection. Interested persons or firms should have at least five (5) years experience in construction management. Construction management services will be provided for Kalepa Village – Phase 4, Hanamaulu, Kauai.

1. COMFORT STATION RENOVATION

Description: Architectural/Engineering Design Services for renovation of comfort station at various county parks, island-wide.

2. KAUAI VETERAN’S CEMETERY IMPROVEMENTS

Description: Architectural/Engineering Design Services for the Kauai Veteran’s Cemetery Improvements.

3. HANAPEPE STADIUM FOOD BOOTH

Description: Architectural/Engineering Design Services for the Hanapepe Stadium Food Booth

4. VIDINHA STADIUM FOOTBALL/SOCCER FIELD LIGHTS

Description: Electrical Engineering Design Services for the Retro-Fitting of the Vidinha Stadium Football/Soccer Field Light System

5. KALEPA MOTO-CROSS TRACK

Description: Environmental Planning/Engineering services for the Kalepa Moto-Cross Track. Interested persons of firms should have at least three (3) years experience in Environmental Assessment and Use permits work.

6. HABITAT CONSERVATION PLAN

Description: Environmental/Biological Planning services for the Preparation, Development and Processing of a Habitat Conservation Plan for the County Recreational Facilities. Experience in the preparation of habitat conservation plans is a prerequisite for qualification.

7. SEPTIC SYSTEM RENOVATION DESIGN – HANALEI BLACK POT PARK

Description: Civil/Mechanical Engineering Services to prepare plans and specifications for the renovation and upgrade of the Hanalei Black Pot Park Septic System. Interested persons of firms should have at least five (5) years experiences in the design of Individual Wastewater System.

E. DEPARTMENT OF PUBLIC WORKS – BUILDING DIVISION:

1. PIIKOI BUILDING PLANNING AND DESIGN CONSULTANT SERVICES. Consulting services of a licensed Architect is solicited for space planning to determine future needs of Kaua‘i County agencies located in the L_hu‘e Civic Center, conceptual design of final build-out for the Piikoi Building, and final design for build-out of current needs.

Estimated cost: $200,000 – $300,000

2. KAPAA NEIGHBORHOOD CENTER PATIO ADDITION DESIGN AND CONSTRUCTION SERVICES. Consulting services of a licensed Architect is solicited for design/ plans, construction plans, specifications, and cost estimates for a patio addition at the existing Kapaa Neighborhood Center. The patio addition is requested on the ocean or eastern section of the neighborhood center property and its intended usage is for a large open community meeting area. The design is requested to take into consideration the nearby ocean views, park area, and bike/pedestrian path. Interested persons or firms shall have a minimum of 5-years of experience with architectural design and construction plan development for public buildings, preferably with emphasis on community center type facilities.

F. DEPARTMENT OF PUBLIC WORKS – ROAD CONSTRUCTION & MAINTENANCE

1. ALIOMANU ROAD SHORELINE REVETMENT. Prepare plans and specifications for the construction of a shoreline revetment along Aliomanu Road, including necessary soil borings and investigations, environmental studies and securing permits associated with the construction of the revetment. Interested persons of firms should have at least ten (10) years of experience in the design of shoreline protection structures. Professional engineering license in the State of Hawaii is required.

Estimated cost: $250,000.00

G. DEPARTMENT OF PUBLIC WORKS – SOLIDWASTE DIVISION

1. RECONSTRUCTION OF THE KAPAA REFUSE TRANSFER STATION

Description:
The project will require execution of specific planning and design tasks necessary to replace the existing facility with a new facility to accept and transfer municipal solid waste generated in the Kawaihau District, and to accommodate drop-off areas for source separated materials such as green waste, white goods, scrap tires, traditional recyclable materials, propane tanks, used motor oil, and other materials targeted for diversion. The project will require the following tasks: A) Planning Tasks: Environmental Assessment, Conceptual Design, Engineering and Site Feasibility Report; B) Design/Development Tasks: Prepare Facility Design Plans and Construction Specifications/Bid Documents, Obtain Construction Permits, Preparation of Operations Manual, Permit(s) Applications, and Operations Equipment Specifications/Bid Documents.

Responses shall come from experienced, certified/licensed engineering consultants/firms with knowledge of Chapter 343, Hawaii Revised Statutes (HRS 343), as revised, and applicable Federal, State of Hawaii and County rules, regulations, and ordinances governing the planning, design, construction and operation of a MSW transfer station in the State of Hawaii.

2. DESIGN REPAIRS FOR THE LIHUE REFUSE TRANSFER STATION

Description:
Services to assess damage to the tipping floor of the Lihue Refuse Transfer Station and provide a written recommendation on the best way to repair this damage. The actual repairs will be conducted internally. Interested persons or firms should be licensed in architecture or structural engineering.

3. ASSISTANCE WITH SELECTION OF NEW LANDFILL SITE

Description:
Provide public educational workshop regarding the landfill siting process and modern construction and operational aspects; facilitate a community advisory committee to develop a ranked list of potential sites; provide recommendations on host community benefits. Interested persons or firms should have completed at least one (1) similar project in the last eight (8) years.

4. REFUSE COLLECTION OPERATIONAL EFFICIENCY STUDY

Description:
Conduct a review to optimize the performance of the County’s current solid waste collection system and prepare for a transition to an automated collection system. The key components of this review will include:
€ One week of field observations of route conditions, time and motion performance of collection crews, pre and post preventative maintenance practices, on-route versus off route travel times, distances between stops and set out practices of customers;
€ An analysis and benchmarking of current policies and practices for equipment procurement, replacement, inventory and maintenance.
€ A review of existing routing and what may require modification as the refuse collection system changes;
€ Assistance with purchasing routing software and equipment for the automated pilot program;
€ A focus group comprised of representatives from collection crews and fleet maintenance; and
€ A summary and recommendation report.

Interested persons or firms should have completed at least one (1) similar project in the last eight (8) years.

H. DEPARTMENT OF PUBLIC WORKS – WASTEWATER DIVISION.

1. WAILUA WASTEWATER TREATMENT PLANT (WWTP) PROCESS EQUIPMENT, ELECTRICAL SYSTEM AND DISINFECTION SYSTEM UPGRADES

Description: The County of Kauai is seeking Professional Civil Engineering Design Services to provide planning, permitting, environmental assessment, engineering plans and specifications, bid documents, and services during bidding and construction for upgrades to process equipment, electrical systems and the disinfection system at the Wailua WWTP, owned and operated by the County’s Wastewater Management Division. Work will include all services (architectural, civil, mechanical and electrical engineering) necessary to complete the design for the improvements needed at the WWTP, including upgrades and replacements for various components of electrical and mechanical equipment that are at the end of their useful life. Such equipment includes the existing emergency generator, the centrifuge, and may also include blowers and related mechanical equipment that may be cost effective to replace at this time because of energy efficiency considerations. The project will also upgrade power supply to the facility from the present 208 volt service to 460 volt-three phase power. Finally, the project will design ultraviolet (UV) disinfection to eliminate the use of chlorine gas as the disinfection system.

All work shall be in accordance with the requirements of the State of Hawaii Department of Health (DOH) requirements for WWTP design and construction, and shall incorporate the necessary provisions for Federal Construction funding, as administered by the DOH State Revolving Fund (SRF) program.

Interested parties or firms are invited to demonstrate recent experience with Wastewater Treatment Plant design. Demonstrated experience of successful design of at least two municipally owned wastewater treatment plants with capacity in excess of 0.25 million gallons per day that were constructed within the past five years is desired.

Estimated cost: $300,000.00

Contract Duration. Approximately one (1) year is anticipated for design and permitting. Bidding and Construction will require additional time estimated at 18 months. Total contract term estimated at 2.5 years.

Resumes should include:

1. Reference to this Notice by noting \u201D#1-PROF-07/08\u201D on the cover page of each resume, AND the name of the department and service that the resume is to be directed to.

2. The name of the firm or person, the principal place of business, and location of all of its offices.

3. A description or narrative of the firm and statements of qualifications (education, training, licenses, credentials) and experiences of the principals and staff members to be involved, and supporting data as it relates to the proposed projects.

4. The age of the firm and its average number of employees over the past five (5) years.

5. A list of similar projects undertaken and completed within the last five (5) years (including dates), the amount of the projects, owners of the projects and the scope of work performed.

6. The names of up to five (5) clients who may be contacted, including at least two (2) for whom services were rendered during the preceding year.

7. Capacity to complete the work in the required time.

8. Any other pertinent data that should or may be considered in the evaluation of the firm\u2019s qualifications.

Resumes may be amended at any time by filing a new statement. Any change in resumes that will be cause for disqualifying the firm from consideration for award shall be immediately reported to the Director of Finance.
