REQUEST FOR PUBLIC COMMENTS
ON DRAFT AIR PERMIT
REGULATING THE EMISSIONS OF AIR POLLUTANTS

(Docket No. 07-CA-PA-08)

Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMIT presently under review for:

Mauna Loa Macadamia Nut Corporation
Mauna Loa Macadamia Nut Plant
Biomass/Oil Fired Boilers and Diesel Engine Generators
Located at: 1 Macadamia Nut Road, Keaau, Hawaii

The DRAFT PERMIT is described as follows:

CSP No. 0317-02-C will grant conditional approval to operate an existing primary boiler fired on biomass (macadamia nut shells) or used oil, a back-up boiler as an additional unit that burns only biomass, and two existing diesel engine generators fired on fuel oil No. 2. The main boiler is equipped with an electrostatic precipitator for controlling particulate emissions. Both the main and back-up boilers are subject to the state particulate emissions limit for biomass boilers requiring emissions not to exceed 0.4 pound of particulate per 100 pounds of biomass burned. Modifications to the facility include an allowance to burn macadamia nut shells continuously in any one boiler. The macadamia nut shell fuel consumption is currently restricted to 12,000 tons per year (TPY). Also proposed, is an increase in the used oil fuel consumption for the main boiler from 270,000 gallons per year to 350,000 gallons per year. This permit, if approved, will supersede Noncovered Source Permit (NSP) No. 0317-01-N, issued on December 20, 2002 under application 0317-02, in its entirety. Changes to the facility will increase emissions as follows:

All comments on the draft permit and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by June 8, 2007.

Any person may request a public hearing by submitting a written request that explains the party\u2019s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.

Comments on the draft permit should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.

DOH will make a final decision on the permit after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
