NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR THE CITY AND COUNTY OF HONOLULU
DEPARTMENT OF DESIGN AND CONSTRUCTION
NPDES PERMIT NO. HI 0021831

The State Department of Health (DOH), tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge hydrotesting water associated with the Kailua Road Sewers Improvement District No. 276 Project to Kawainui Stream, subject to special conditions to:

The proposed permit will expire five (5) calendar years from the date of issuance.

The CCH-DDC proposes to discharge treated hydrotesting water associated with the installation of waterlines and sewer lines along Kailua Road in Kailua, Oahu, Hawaii. The hydrotesting water will be discharged into Kawainui Stream through Outfall Serial Nos. 001 and 002, located at Latitude 21°23’34” N and Longitude 157°44’43” W, and Latitude 21°23’20” N and Longitude 157°44’22” W, respectively.

The receiving waters, Kawainui Stream, is classified as an Inland, Class 1 Stream. Hawaii Administrative Rules, Section 11-54-03(b)(1) states that it is the objective of Class 1 waters that these waters remain in their natural state as nearly as possible with an absolute minimum of pollution from any human-caused source. To the extent possible, the wilderness character of these areas shall be protected. Waste discharge into these waters is prohibited. Any conduct which results in a demonstrable increase in levels of point or nonpoint source contamination in Class 1 waters is prohibited.

Persons wishing to comment upon or object to the proposed NPDES permit, or to request a public hearing, should submit their comments or requests in writing no later than 30 days after the date of this notice, either in person or by mail, to:

Copies of the proposed draft permit, and other information are available for public inspection Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH office address shown above. Copies may be bought. The draft permit and rationale are also available on the internet at http://www.hawaii.gov/health/ environmental/water/cleanwater/pubntcs/index.html. All comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
