REQUEST FOR PUBLIC COMMENTS
ON DRAFT AIR PERMIT
REGULATING THE EMISSIONS OF AIR POLLUTANTS

(Docket No. 07-CA-PA-05)

Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on a DRAFT PERMIT presently under review for:

Covered Source Permit (CSP) No. 0452-01-C
Minor Modification Application Nos. 0452-04 and 0452-05 and Renewal
Application No. 0452-06
One (1) 27.5 MW Combustion Turbine Generator with Heat Recovery Steam
Generator and One (1) 600 kW Black Start Diesel Engine Generator
Kauai Island Utility Cooperative
Located at 4941-K Maalo Road, Lihue, Kauai

The DRAFT PERMIT is described as follows:

The renewal and proposed modification of 0452-01-C would grant conditional approval for the operation of the existing 27.5 MW combustion turbine generator, 600 kW black start diesel engine generator, and three internal floating roof petroleum storage tanks. The combustion turbine generator is subject to 40 CFR Part 60, Subparts A and GG and the three internal floating roof petroleum storage tanks are subject to 40 CFR Part 60, Subparts A and Kb. The combustion turbine generator is equipped with a selective catalytic reduction (SCR) system for the control of nitrogen oxide emissions. The proposed modification involves an increase in the startup duration for the combustion turbine generator, lowering the minimum combustion turbine generator load to 25%, allowing the use of steam injection only or steam injection and the SCR system to control nitrogen oxide emissions, allowing the combustion turbine generator to be fired on ethanol and biodiesel in addition to other permitted fuels, changing to a single emission limit for nitrogen oxides and a single emission limit for carbon monoxide, increasing the daily operating limit for the diesel engine generator from one hour to eight hours with no change in the annual operating limit. The proposed modifications will not result in any annual emissions increase.

The ADMINISTRATIVE RECORD, consisting of the APPLICATIONS and non-confidential supporting materials from the applicant, the permit review summary, and the DRAFT PERMIT, is available for public inspection during regular office hours, Monday through Friday, 7:45 a.m. to 4:15 p.m., at the following location:

All comments on the draft permit and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by May 29, 2007.

Any person may request a public hearing by submitting a written request that explains the party\u2019s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.

Comments on the draft permit should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.

DOH will make a final decision on the permit after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
