The State Department of Health (DOH) tentatively proposes to reissue a National Pollutant Discharge Elimination System (NPDES) permit for discharges to Keehi Lagoon, subject to certain effluent limitations and special conditions to:

The proposed permit will expire on October 31, 2011.
The facility is located off of Sand Island Access Road, Oahu, Hawaii. The plant is involved in manufacturing ready-mix concrete. The wastewater generated by the plant consists of water from the periodic wash-down of the plant\u2019s foundation slab area, seepage from the conveyor belt tunnel (which is below the water table), and storm water runoff. Under normal conditions, all process wastewater and storm water are recycled and used throughout the plant. In the event of a heavy rainfall, however, the sump that normally collects all process wastewater and storm water may overflow. If an overflow occurs, the discharge will enter Keehi Lagoon through Outfall Serial No. 001 located at coordinates: Latitude 21°19\u201936\u201D N and Longitude 157°53\u201935\u201D W.
The Permittees operations also include an unpaved area at Pier 60 to unload barges containing sand or aggregate. The site is graded in a fashion that storm water flows away from the pier dock and generally infiltrates into the ground. If a discharge occurs, the discharge will enter Keehi Lagoon through Outfall Serial No. 002 located at coordinates: Latitude 21°19\u201926\u201DN and Longitude 157°53\u201940\u201DW. There has not been a reported discharge from the facility during the terms of the last two (2) permits, since September 17, 1993.
The receiving water, Keehi Lagoon, is classified by the Department of Health as Class A Embayment under Hawaii Administrative Rules (HAR), Section 11-54-6(a)(2)(B). It is the objective of Class A waters that their use for recreational purposes and aesthetic enjoyment be protected. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.
Anyone may comment upon or object to the proposed NPDES permit, or request a public hearing, by submitting a written comment or request no later than 30 calendar days after the date of this notice, either in person or by mail to:

All comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least thirty days of public notice.
If DOHs position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit, and this action will be final.
