2007 LANAI MOUFLON SHEEP HUNTING SEASON

The Department of Land and Natural Resources is pleased to announce that application forms for the 2007 Lanai Mouflon Sheep Hunting Season, together with instruction sheets, are available at all Division of Forestry and Wildlife Offices Statewide. A five dollar ($5.00) application fee will be assessed each person applying for the hunt. This fee MUST accompany each application for the hunt at the time of filing. Applications received without the required application fee will not be processed and will be returned to the applicant. A tag fee will be assessed at the time of hunter check in. Hawaii residents will be assessed ten dollars ($10.00) and non-Hawaii residents fifty dollars ($50.00) for their sheep tag. No additional fees will be assessed for the incentive tags. It is imperative that hunter applicants obtain and pay particular attention to the hunt instruction sheet and addendum for more changes in the application process.

Pursuant to Title 13, Chapter 123, “Rules Regulating Game Mammal Hunting” (§ 13-123-4) the following special conditions and procedures will be in effect for this hunt.

The 2007 Lanai Mouflon Sheep Season will consist of four (4) hunts:
1) The Archery Only Hunt will be held over eight (8) consecutive days, beginning July 28, 2007 and ending on August 4, 2007.
2) **A Special Youth Hunt (HRS 13-123-2, 15 yrs and younger) will be conducted for one (1) Weekend (Saturday and Sunday), beginning on August 11, 2007.
3) The Muzzleloading Hunt will be conducted for one (1) Weekend (Saturday and Sunday), beginning August 18, 2007.
4) The General Rifle Hunt will be held over nine (9) consecutive Weekends (Saturday and Sunday) beginning on August 25, 2007 and ending on October 21, 2007.

Hunter assistants will only be allowed to accompany hunters who are senior citizens (age 65 or older) or disabled.

The bag limit for the 2007 Lanai Mouflon Sheep Season will be one (1) Mouflon sheep of either sex per hunter for the entire season (regardless of the type of equipment used), with an incentive for the take of rams with potentially fatal or deformed horns. See below for changes to the seasonal bag limit for the special youth hunt.

There will be no lottery drawing of permits conducted for the Archery Only Hunt and no limit on the number of archers who will be allowed to participate. However, interested archers must apply for this hunt by submitting an application for a permit. Hunters participating in the Archery Only Hunt will not be allowed to apply for, or participate in, either the Muzzleloading Hunt or the General Rifle Hunt lotteries. Archery hunters may check in on the Friday preceding the first day of the Archery Only Hunt or daily during the hunt between the hours of 7:45 AM and 3:30 PM to validate permits and purchase their tag. All archery hunters must check-out of the hunting area daily and report their take or their intent to hunt the next day providing their tag remains unfilled.

Participation in the Muzzleloading Hunt may be assigned by lottery if the total number of applicants exceeds the allotted number of hunters allowed in the hunting area. The General Rifle Hunt will be assigned by lottery drawing. Interested hunters may apply for either the Muzzleloading Hunt Lottery or the General Rifle Hunt Lottery, but may NOT apply for BOTH.

**SPECIAL YOUTH HUNT
€ The youth hunter must be 15 yrs. of age or younger, have a valid 2007-2008 State of Hawaii hunting license and must be accompanied by a non hunting adult (18 years or older) who possesses a 2007-2008 State of Hawaii hunting license. A $5.00 application fee must be attached to each application. ($5.00 for each youth hunter, $5.00 for the accompanying adult).
€ The youth hunter(s) and accompanying adult(s) may also submit applications for one of the general public hunts (archery, muzzleloader, rifle). Duplicate applications under these circumstances will NOT be eliminated. This enables a youth hunter to participate in BOTH the special youth hunt and one of the general public hunts.
€ A youth hunter may harvest one (1) sheep of either sex during the special youth hunt and may also harvest one (1) sheep of either sex during the general public hunts (archery, muzzleloader, and rifle).
€ Youth hunters must purchase a tag at the Lanai hunter check station. ($10.00 HI res., $50.00 Non-Res). Tags are valid only for the assigned weekend.
€ A total of 100 youth hunters will be drawn for the weekend. If the total number of youth applicants exceeds 100, a lottery will be conducted to establish going and standby positions.
€ A youth hunter will be limited to carry only one type of weapon in the hunting area.
€ The non-hunting adult will be allowed to accompany only one (1) youth hunter.

Applications for all hunts may be submitted in-person or mailed, with appropriate fees attached, to the Maui Division of Forestry and Wildlife Office, 54 S. High St., Rm 101, Wailuku, HI 96793. Lanai residents only are to mail or deliver their applications to the Lanai Division of Forestry and Wildlife Office at 917 Fraser Ave., P.O. Box 630661, Lanai City, HI 96763. The DEADLINE for submitting applications will be 4:00 PM on Friday, June 1, 2007. Interested hunters are encouraged to submit their application well before the application deadline to insure proper processing.

If necessary, the public drawing to assign a going status and to establish stand-by numbers for the Youth and Muzzleloading Hunt lottery will be held on Friday June 29, 2007 at 11:00 AM at the State Building in Wailuku, Maui. A simultaneous drawing will be held at the Lanai Division of Forestry and Wildlife Office for Lanai residents. Following these drawings at both locations, the public drawing of the General Rifle Hunt lottery will be held at 12:00 noon. Hunters, who have been assigned a stand-by number, will be allowed to replace no-show hunters that do not check in on their assigned hunting date.

All eligible Youth hunters, Muzzleloader and General Rifle participants must check in either on the Friday preceding their assigned hunting date between 1:00 PM and 9:00 PM or on Saturday or Sunday between 7:00 AM and 11:00 AM at the Forestry and Wildlife Office in Lanai City to purchase their tag. The tag will authorize the participant to take one (1) Mouflon sheep of either sex. The hunter check station will also be opened from 7:00 p.m. – 8:00 p.m. on Saturday nights during the youth, muzzleloader and rifle hunts to accommodate hunters seeking the incentive ewe tag. Stand-by hunters must be present at the Lanai City, Division of Forestry and Wildlife Office at 6:00 PM on the Friday prior to their assigned hunting date to be eligible to replace no-show hunters. Once each hunter fills their bag limit, they will not be eligible to participate for the remainder of the 2007 Lanai Mouflon Sheep Season. Both Hunting Unit 1 and 2 will be open to Archery, Muzzleloading, General Rifle Hunt and the Special youth hunt.
