TRAFFIC CONTROL DEVICES

IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2007- 3 TO AMEND SCHEDULE IV OF SECTION 15-7.2(a)(2) ESTABLISHING SPEED LIMIT–15 MPH; SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT-OF-WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVII OF SECTION 15-13.9(a)(4) ESTABLISHING TOW ZONES– AM PEAK; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXI OF SECTION 15-13.9(a)(8) ESTABLISHING TOW ZONES–SPECIFIED TIMES; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d)) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXXVIII OF SECTION 15-24.17 ESABLISHING MISCELLANEOUS TRAFFIC CONTROLS.

Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:

a. By amending Schedule IV of Sec. 15-7.2(a)(2) establishing speed limit–15 mph by adding thereto the following item:

“Road A, between Lehua Ave. and Hugh St.”

b. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:

“Bernice St., for its entire length.”

“Boxer St., for its entire length.”

“Hamau St., for its entire length.”

“Hornet Ave., for its entire length.”

“Kamamalu Ave., for its entire length.”

“Midway Rd., between Attu St. and Enterprise Ave.”

“Pupuole St., for its entire length.”

“Shangrila St., for its entire length.”

“Waena St., for its entire length.”

“Yorktown St., for its entire length.”

c. By amending Schedule XIII of Sec. 15-11.2(c) establishing yield right-of-way by adding thereto the following items:

“Boxer St-Midway Rd. Traffic turning right in the southwesterly direction from the right channelized lane from Boxer St., shall yield the right-of-way to traffic on Midway Rd.”

“Midway Rd-Boxer St. Traffic on Midway Rd. shall yield the right-of-way to traffic traveling Koko Head (east) bound on Boxer St.”

d. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections by adding thereto the following items:

“Aiki St-Kupuna Lp. Traffic on Aiki St. shall stop before entering Kupuna Lp.”

“Aiki St-Loaa St. Traffic on Aiki St. shall stop before entering Loaa St.”

“Boxer St-Franklin D. Roosevelt Ave. Traffic on Boxer St. shall stop before entering Franklin D. Roosevelt Ave.”

“Hamau St-Kaaholo St. Traffic on Hamau St. shall stop before entering Kaaholo St.”

“Hamau St.-Kupuna Lp. Traffic on Hamau St. shall stop before entering Kupuna Lp.”

“Hornet Ave-Boxer St. Traffic on Hornet Ave. shall stop before entering Boxer St.”

“Hornet Ave-Franklin D. Roosevelt Ave. Traffic on Hornet Ave. shall stop before entering Franklin D. Roosevelt Ave.”

“Hornet Ave-Saratoga Ave. Traffic on Hornet Ave. shall stop before entering Saratoga Ave.”

“Loaa St-Loaa St. (mauka direction). Traffic on Loaa St. shall stop before entering Loaa St. (mauka direction).”

“Loaa St-Loaa St. (makai direction). Traffic on Loaa St. shall stop before entering Loaa St. (makai direction).”

“Midway Rd-Boxer St. Traffic on Midway Rd. shall stop before entering Boxer St.”

“Midway Rd-Enterprise Ave. Traffic on Midway Rd. shall stop before entering Enterprise Ave.”

“Midway Rd-Franklin D. Roosevelt Ave. Traffic on Midway Rd. shall stop before entering Franklin D. Roosevelt Ave.”

“Midway Rd-Saratoga Ave. Traffic on Midway Rd. shall stop before entering Saratoga Ave.”

“Saratoga Ave-Hornet Ave. Traffic on Saratoga Ave. shall stop before entering Hornet Ave.”

“Shangrila St-Enterprise Ave. Traffic on Shangrila St. shall stop before entering Enterprise Ave.”

“Shangrila St-Lexington St. Traffic on Shangrila St. shall stop before entering Lexington St.”

“Yorktown St-Enterprise Ave. Traffic on Yorktown St. shall stop before entering Enterprise Ave.”

e. By amending Schedule XVII of Sec. 15-13.9(a)(4) establishing tow zones–AM Peak by deleting therefrom the following item:

“Alexander St., Ewa side, between Wilder Ave. and Dole St.”

f. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours by adding thereto the following item:

“Pensacola St., Koko Head side, distance 107’ mauka direction from the mauka curb prolongation of Lunalilo St.”

g. By amending Schedule XXI of Sec. 15-13.9(a)(8) establishing tow zones–specified times by adding thereto the following item:

“Alexander St., Ewa side, between Wilder Ave. and Dole St., 6:30-8:30 a.m. and 2:00-3:00 p.m., except Saturday, Sunday and State holidays.”

h. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:

1. By adding thereto the following items:

“Aiki St., both sides, between Kupuna Lp. and Loaa St.”

“Ala Nio Pl., within its turnaround area.”

“Analio Pl., Koko Head side, distance 60’ mauka direction from the mauka curb prolongation of Aiea Hgts. Dr.”

“Belser St., Koko Head side, distance 45’ mauka direction from the mauka curb prolongation of Kaimuki Ave.”

“Belser St., Koko Head side, distance 60’ mauka direction from the mauka curb prolongation of Lincoln Ave.”

“Belser St., Ewa side, distance 40’ makai direction from the makai curb prolongation of Lincoln Ave.”

“Henry St., Koko Head side, distance 40’ mauka direction from the mauka curb prolongation of Laimi Rd.”

“Kupuna Lp., Koko Head side, distance approximately 835’ makai direction from a point 65’ makai of the makai curb prolongation of Hamau St.”

Kupuna Lp., Ewa side, distance approximately 950’ makai direction from a point 38’ mauka of the mauka curb prolongation of Hamau St.”

“Laimi Rd., mauka side, distance 30’ Ewa direction from the Ewa curb prolongation of Henry St.”

“Loaa St., Ewa side, distance 121’ mauka direction from the mauka curb prolongation of Aiki St.”

“Nukea St., mauka side, between Manuku St. and its Kaena Point end, including its turnaround area.”

“Owene Ln., makai side, for its entire length.”

“Owene Ln., mauka side, from the Ewa curb prolongation of Kam IV Rd. to its Ewa terminus.”

“Pamoa Rd., even-numbered side, between Kolowalu St. and the entrance to St. Francis School.”

“Paoakalani Ave., Koko Head side, distance 50’ makai direction from the makai curb prolongation of Lemon Rd.”

“Thirteenth Ave., Ewa side, between Claudine St. and Harding Ave.”

“Waena St., within its turnaround area.”

2. By amending thereto the following item:

Elua St., mauka side, distance 155’ Ewa direction from the Ewa curb prolongation of Kalihi St.; to read:

“Elua St., mauka side, distance 191’ Ewa direction from the Ewa curb prolongation of Kalihi St.”

3. By deleting therefrom the following items:

“Owene Ln., makai side, from Koko Head curb prolongation of Kam IV Rd., extending Koko Head to its dead end.”

“Owene St., makai side, from a point 155’ makai of the makai curb prolongation of Kam IV Rd. to its Ewa terminus.”

“Owene St., mauka side, from the Ewa curb prolongation of Kam IV Rd. to its Ewa terminus.”

“Pamoa Rd., Koko Head and mauka sides, between Kolowalu St. and entrance to St. Francis Convent.”

“Pensacola St., Koko Head side, distance 145’ mauka direction from the mauka curb prolongation of Lunalilo St.”

“Thirteenth Ave., Ewa side, between Waialae and Mahina Aves.”

i. By amending Schedule XXIV of Sec. 15-15.1(d) establishing curb loading zones by adding subsection (a) passenger loading zones the following item:

“Paoakalani Ave., Koko Head side, distance 22’ makai direction from a point 50’ makai of the makai curb prolongation of Lemon Rd.”

j. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:

1. By adding thereto the following item:

“Kapiolani Blvd., mauka side, distance 200’ Ewa direction from the Ewa curb prolongation of Piikoi St.”

2. By deleting therefrom the following items:

“Kalakaua Ave., makai side, distance 213’ Ewa direction from a point 72’ Ewa of the Ewa curb prolongation of the medial break at Kapiolani Bandstand/Tennis Courts.”

“Kalakaua Ave., makai side, distance 160’ Ewa direction from the Ewa curb prolongation of the Natatorium access road.”

“Kapahulu Ave., Ewa side, distance 150’ makai direction from a point 61’ of the makai curb prolongation of Kanaina Ave.”

“Kapahulu Ave., Ewa side, distance 137’ makai direction from the makai curb prolongation of Cartwright Rd.”

k. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:

“Aiki St., the speed limit between Kupuna Lp. and Loaa St. shall be 20 mph.”

“Haleloke Pl., for its entire length, the speed limit shall be 20 mph.”

Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
