NOTICE FOR PROFESSIONAL SERVICES

Pursuant to the provisions of HRS 103D, the County of Kauai hereby provides public notice to invite persons engaged in the professional services listed below to submit current statements of qualifications and expressions of interest for the fiscal year 2006-2007:
PUBLIC WORKS WASTEWATER MANAGEMENT DIVISION
(A) WASTEWATER TREATMENT PLANT MAINTENANCE MANAGEMENT INFORMATION SYSTEM PILOT PROJECT
Description. The County of Kauai is seeking a Professional Service Provider with expertise in computer sciences, software integration and database management to provide planning, implementation, training, and related services to implement a computerized Maintenance Management Information System (MMIS) as a pilot project at one or more of the Countys Wastewater Treatment Plants (WWTP). The County operates four WWTPs that range in capacity from 0.3 to 2.4 million gallons per day, and include a diverse variety of electrical and mechanical equipment that are considered to be end items of maintenance. In addition, there are sewage pump stations and sewage collection systems that include equipment and fixed assets (pipelines, manholes and service laterals) that periodically require maintenance, along with the Countys mobile equipment needed for operation of the sewage systems. The County has identified a need to develop a MMIS that keeps track of the maintenance needs and history for the equipment and assets; generates scheduled preventative maintenance (PM) work orders; tracks completion of the work orders and other unscheduled corrective actions and repairs; and provides a management tool for inventory management, work scheduling, budgeting and related activities.
Work will include all services necessary to inventory the WWTP and related facility equipment, maintenance schedules, etc; recommend a computer software and hardware system for the MMIS; install and integrate the selected computer system into the Countys computer network; develop and code the maintenance information into the MMIS system; implement the PM and work order system and train County staff on the use of the system to ensure its implementation and operation.
Interested parties or firms are invited to demonstrate recent experience with development and implementation of a MMIS within a municipally owned utility or public works environment. Demonstrated experience of successful design and implementation of such a system with at least two public agencies or utilities within the past five years is desired.
ESTIMATED FUNDING: $80,000.00
ESTIMATED PROJECT TIME: 18 to 24 months.
(B) ISLAND-WIDE PROTECTIVE COATING ASSESSMENT AND DEVELOPMENT OF A COATINGS MANAGEMENT PROGRAM
Description. The County of Kauai is seeking a Professional Service Provider with expertise in materials science and/or corrosion engineering to provide an assessment of the condition of the existing protective coatings at structures and mechanical equipment at the Countys four (4) wastewater treatment plants (WWTPs) and nineteen (19) Sewage Pump Stations (SPSs), and based on the condition assessment, to develop recommendations for an Island-Wide Coating Management Program. Work will include the materials science and/or corrosion engineering expertise necessary to assess and document the condition of the existing protective coatings; estimate the degree and extent of corrosion or deterioration of the underlying steel or concrete structures or equipment; evaluate the surface preparation requirements necessary for re-coating of the equipment or structure; prepare coating specifications for re-coating; and prepare recommendations for establishing a Coatings Management Program. The Coatings Management Program will identify the anticipated schedule and estimated annual expenditures necessary for a strategic coating maintenance program intended to minimize asset management life-cycle costs. Included in the Coating Management Program will be recommendations for surface preparation and coating system specifications to be used for future recoating projects.
Interested parties or firms are invited to demonstrate recent experience with conducting condition assessments on coated steel and concrete structures or equipment, preparation of specifications for surface preparation and coating applications, and preparation of condition-based Coatings Management Program recommendations at commercial or industrial facilities.

(C) PAKALA COMMUNITY WASTEWATER SYSTEMS PRELIMINARY ENGINEERING REPORT
Description. The County of Kauai is seeking a Professional Engineering Services to provide a Preliminary Engineering Report for the Pakala Community Wastewater System on Kauai. This project will focus on the development of alternatives to providing wastewater collection, treatment and disposal facilities including the use of onsite individual wastewater systems or decentralized (cluster) wastewater systems to comply with federal regulations that require the elimination of large capacity cesspools. In addition, this project will include the preparation of documents and necessary correspondences for the purpose of obtaining a categorical exclusion from the preparation of an environmental assessment from both the Environmental Protection Agency and the State Office of Environmental Control.
The Preliminary Engineering Report shall evaluate alternatives for wastewater collection, treatment and disposal facilities including the use of individual wastewater systems meeting the State Department of Health requirements. The alternatives will consider the population projections and the immediate and long term needs of the community. Capital, operation/maintenance and life cycle planning level costs for the alternatives will be developed. Alternatives will be evaluated based on economics, reliability and environmental impacts. The selected individual or firm will be expected to perform a visual inspection identifying the existing wastewater systems; prepare an implementation schedule of the plan with recommendations; coordinate with the County, State Department of Health, Federal Environmental Protection Agency (EPA) and the property owner, Gay & Robinson; prepare documents and correspondences to obtain a categorical exclusion from preparation of an environmental assessment from the Environmental Protection Agency and the State Office of Environmental Quality Control; and prepare draft and final reports describing the findings and recommendations from the work. The Preliminary Engineering Report shall be consistent with requirements of the Federal EPA that is providing funding for the project and the State of Hawaii Department of Health.
Interested parties or firms are invited to demonstrate recent experience with Individual and Small Wastewater Treatment Systems design. Demonstrated experience of successful design of wastewater treatment systems that were constructed within the past five years is desired.

Unless requested otherwise, resumes should include:
1. Reference to this Notice by noting \u201D#7-PROF-06/07\u201D on the cover page of each resume, AND the name of the department and service that the resume is to be directed to.
2. The name of the firm or person, the principal place of business, and location of all of its offices.
3. A description or narrative of the firm and statements of qualifications (education, training, licenses, credentials) and experiences of the principals and staff members to be involved, and supporting data as it relates to the proposed projects.
4. The age of the firm and its average number of employees over the past five (5) years.
5. A list of similar projects undertaken and completed within the last five (5) years (including dates), the amount of the projects, owners of the projects and the scope of work performed.
6. The names of up to five (5) clients who may be contacted, including at least two (2) for whom services were rendered during the preceding year.
7. Capacity to complete the work in the required time.
8. Any other pertinent data that should or may be considered in the evaluation of the firm\u2019s qualifications.
Resumes may be amended at any time by filing a new statement. Any change in resumes that will be cause for disqualifying the firm from consideration for award shall be immediately reported to the Director of Finance.
