ECOLOGY PROGRAM MANAGER
(ITAM – Integrated Training Area Management)
$4,750/mo. plus benefits

The Ecology Program (ITAM) Manager is responsible for the Ecology Management Program for the Hawaii Army National Guard (HIARNG) Environmental Program. This position is responsible for the field ecology surveys to monitor the effects of training on installation water quality, vegetation, soil, rare/endangered species and their habitats. Also responsible for coordinating, designing and implementing Land Rehabilitation and Maintenance projects to include re-vegetation, erosion control and ecological restoration projects at HIARNG training areas and facilities. The incumbent must be knowledgeable in all applicable federal, state, and local environmental regulations.

MINIMUM QUALIFICATION REQUIREMENTS:
a. Education: Bachelor’s degree from an accredited university in environmental science, zoology, botany, ecology, conservation, biology, natural resources management, public health, engineering or related field.
b. Experience: Four years experience in a leadership or managerial position. Minimum one year experience in environmental compliance with detailed knowledge of environmental laws, systems, and regulations.
c. Knowledge: Knowledge of governing environmental regulations, rules, laws, policies and directives. Must have an understanding of environmental programs in compliance, conservation, air, land, water and noise pollution prevention, and training land management to include Environmental Impact Statement (EIS) and Environmental Assessment (EA), Environmental Baseline Surveys (EBS) and Record of Environmental Considerations (RECs) requirements. Knowledge of military procedures and protocols is highly desirable.
d. LICENSE: A valid Hawaii driver’s license is required.
e. PHYSICAL PROFILE: Must be able to perform, efficiently and effectively, the essential duties of the position, which typically require the ability to lift and relocate objects weighing up to 25 pounds. Must not be color vision impaired. Must not be hearing impaired (corrected is acceptable).
f. POST OFFER/EMPLOYMENT CONDITIONS: Employee must submit to and receive a “favorable” National Agency Check (NAC) per AR 25-1 and AR 25-2.
