NOTICE TO BIDDERS
(Chapter 103D, HRS)
Sealed bids will be received at the Hawaii Housing Finance and Development Corporation (HHFDC), 677 Queen Street, Suite 300, Honolulu, Hawaii 96813, up to 2:00 P.M. on Thursday, February 22, 2007, for HHFDC Job No. 07-002-E12-S, Honokowai Kauhale Emergency Clearing and 24-Months Lot Maintenance of Remnant, Vacant Parcel, Lahaina, Maui, Hawaii 96761 at which time all properly received and time-stamped bids will be opened.
Beginning January 22, 2007, the INVITATION FOR BID (IFB) may be examined and purchased at the Development Section of the HHFDC at the above address by interested bidders on the island of Oahu. Interested bidders located on Maui and other neighboring islands may examine and purchase the IFB on the day of the mandatory prebid meeting indicated below. The purchase price for each set of IFB is a non-refundable $25.00. Cash will be accepted. A cashiers or certified check made payable to Hawaii Housing Finance and Development Corporation, will also be accepted. Personal checks or personal business checks will not be accepted.
Notice of Intent to Bid may be mailed to the above address or may be faxed to (808) 587-0600 or 587-0588. The Notice of Intent to Bid must be received and time stamped at the Office of the HHFDC no later than 2:00 P.M., Monday, February 12, 2007, ten calendar days prior to the date designated for the opening of the bids. Forms are included in the bidding documents or are available at the above address. Bidders must possess a valid State of Hawaii Contractors License: Type A General Engineering Contractor, Type C-27 Landscaping Contractor, C-27b Tree Trimming and Removal Specialty Contractor license. Any subcontractor(s) required for work related to the clearing, maintenance and tree cutting and removal work shall have the correct specialty licenses for the type of subcontracting work required.
A mandatory pre-bid meeting will be held at 9:00 A.M. on Wednesday, January 31, 2007. All interested bidders shall meet promptly at the location indicated on the General Location Map provided in the bid document. Interested bidders located on Maui and other neighbor islands may obtain a copy of the General Location Map by contacting Gary K. Umeda, Project Coordinator at 808-587-0548. Additional pre-bid meetings will not be provided. Written questions may be mailed or faxed (808-587-0600 or 808-587-0588, Oahu) to Gary K. Umeda, Project Coordinator, up to 2:00 P.M., Monday, February 12, 2007, ten calendar days prior to the bid opening.
All bids shall include the State General Excise Tax of 4.0%. Bid Security of at least 5% of the lump sum bid amount is required. The HHFDC may reject any and all bids and may waive any bid defects whenever HHFDC deems such action is in the best interest of the HHFDC in accordance with Hawaii Revised Statutes Section 103D-308. The determination of the lowest, responsible bidder will be made by HHFDC.
