NOTICE OF FINDING OF NO SIGNIFICANT IMPACT
The Department of Hawaiian Home Lands (DHHL) is proposing a project, the Maku`u-Halona Subdivision and Makuu-Popoki Residential Subdivisions, to be developed using Native Hawaiian Housing Block Grant funds under Title VIII of the Native American Housing Assistance and Self Determination Act of 1996, as amended. The project is on 284 acres of Hawaiian Home Lands at Maku`u, Popoki, and Halona, Puna, Hawaii, and will consist of a subdivision containing 13 agricultural lots about 2 acres in size each and about 360 single-family residential parcels with minimum lot sizes of 20,000 square feet. The funds will be used for mass-grading and related work, infrastructure construction, house construction loans or down-payment assistance grants, and self-help technical assistance to construct houses.
FINDING OF NO SIGNIFICANT IMPACT
DHHL has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the DHHL Land Development Division at 1099 Alakea Street, Suite 1230, in Honolulu, and at the DHHL East Hawaii District Office at 160 Baker Avenue in Keaukaha, Hilo, and may be examined or copied weekdays from 8:00 a.m. to 4:00 p.m. DHHL point of contact is William Makanui (808) 587-6449
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to DHHL. All comments received by 12:01 a.m, February 9, 2007, will be considered by DHHL. Comments shall be addressed to Chairman, Department of Hawaiian Home Lands, P.O. Box 1879, Honolulu, HI 96805.
