NOTICE TO BIDDERS
(Chapter 103D, HRS)

Sealed bids will be received at the Hawaii Housing Finance and Development Corporation (HHFDC), 677 Queen Street, Suite 300, Honolulu, Hawaii 96813, up to 2:00 P.M. on Thursday, February 15, 2007, for HHFDC Job No. 07-001-K85-S, Villages of Kapolei – Sidewalk and Storm Drain Catch Basin Repairs, Kapolei (Ewa), Oahu, Hawaii at which time all properly received and time-stamped bids will be publicly opened and read out loud.

Beginning Tuesday, January 16, 2007, the INVITATION FOR BID (“IFB”) may be examined and purchased at the Development Section of the HHFDC at the above address. The purchase price for each set of Invitation for Bid is a non-refundable $25.00. Cash will be accepted. A cashier’s or certified check made payable to “Hawaii Housing Finance and Development Corporation,” will also be accepted. Personal checks or personal business checks will not be accepted.

Notice of Intent to Bid must be received and time stamped at the Office of the HHFDC no later than 2:00 P.M., Monday, February 5, 2007 the tenth (10) calendar day prior to the date designated for the opening of the bids. Forms are included in the bidding documents or are available at the above address. The Notice of Intent to Bid may be filed by fax at (808) 587-0600/0588). Bidders must possess a valid State of Hawaii Contractor’s Type “A” or “B” License to be eligible to bid. All subcontractors shall possess the correct Specialty License(s) to be considered for this bid.

The scope of work requires the Bidder to provide labor, equipment, materials and incidentals to remove defective sidewalks, to prepare and construct new concrete sidewalks, and remove defective storm drain catch basin tops and construct new concrete storm drain catch basin tops at designated locations within the Kapolei Subdivision. Interested Bidders shall meet the qualifications set forth in the bid specification’s “Bidder’s Qualifications.” A Prebid Meeting will not be conducted, but Bidders are encouraged to visit the various, designated locations indicated in the list and map provided in the bid documents, to familiarize themselves with existing conditions and the extent of work required as stated in the scope of work.

Bidders shall comply with all requirements of the bidding documents. Written questions may be directed to Leo Domingo, Project Coordinator, or Gary K. Umeda, Project Coordinator, at the above address or FAX numbers. Questions will be considered up till 2:00 P.M., Monday, February 5, 2007, the tenth (10th) day prior to bid opening date.

All bids shall include the State General Excise Tax of 4.5%. Bid security of at least 5% of the lump sum bid amount is required. The HHFDC may reject any and all bids and may waive any bid defects whenever HHFDC deems such action is in the best interest of HHFDC. The determination of the lowest, responsible bidder will be made by HHFDC.
