TRAFFIC CONTROL DEVICES

IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2006-12 TO AMEND SCHEDULE IV OF SECTION 15-7.2(a)(2) ESTABLISHING SPEED LIMIT–15 MPH; SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XII OF SECTION 15-10.1(b) ESTABLISHING ONE-WAY STREETS; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT OF WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVII OF SECTION 15-13.9(a)(4) ESTABLISHING TOW ZONES–AM PEAK; SCHEDULE XIX OF SECTION 15-13.9(a)(6) ESTABLISHING TOW ZONES–AM/PM PEAKS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.

Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:

a. By amending Schedule IV of Sec. 15-7.2(a)(2) establishing speed limit–15 mph by adding thereto the following item:

“Lower Rd., for its entire length.”

b. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph in the following particulars:

1. By adding thereto the following item:

“Hoio St., for its entire length.”

2. By deleting therefrom the following item:

“Kaulike Dr., for its entire length.”

c. By amending Schedule XI of 15-8.3(b) establishing no turns by adding thereto the following items:

“Lunalilo Home Rd. No “U” turn except for cars, small vans and pick-up trucks from Lunalilo Home Rd. in both directions, distance 358’ makai direction from the makai curb prolongation of Kalakua St.”

“Lunalilo Home Rd. No “U” turn except for cars, small vans and pick-up trucks from Lunalilo Home Rd. in both directions, distance 364’ makai direction from the makai curb prolongation of Kaumakani St. (mauka intersection).”

“Lunalilo Home Rd. No “U” turn except for cars, small vans and pick-up trucks from Lunalilo Home Rd. in both directions, distance 503’ mauka direction from the mauka curb prolongation of Anapalau St.”

“Lunalilo Home Rd. No “U” turn except for cars, small vans and pick-up trucks from Lunalilo Home Rd. in both directions, distance 350’ makai direction from the makai curb prolongation of Anapalau St.”

d. By amending Schedule XII of Sec. 15-10.1(b) establishing one-way street in the following particulars:

1. By adding thereto the following item:

“Cleghorn St., Ewa direction, between Kapili St. and Kaiulani Ave.”

2. By amending thereto the following items:

Kaiulani Ave., makai direction, between Ala Wai Blvd. and Kuhio Ave.; to read:

“Kaiulani Ave., mauka direction, between Kuhio Ave. and Ala Wai Blvd.”

Sixth Ave., Koko Head side, distance 155’ mauka direction from a point 60’ mauka of the mauka curb prolongation of Harding Ave., during hours 6:30 to 8:30 a.m. and 1:30 to 3:30 p.m., school days; to read:

“Sixth Ave., Koko Head side, distance 155’ mauka direction from a point 60’ mauka of the mauka curb prolongation of Harding Ave., during hours 6:30 to 8:30 a.m. and 12:30 to 3:30 p.m., school days.”

e. By amending Schedule XIII of Sec. 15-11.2 (c) establishing yield right-of-way by adding thereto the following items:

“Kalakaua Ave-Kapiolani Blvd. Traffic, mauka bound, making a right turn in the Koko Head direction from the right turn channelized lane on Kalakaua Ave., shall yield the right-of-way to traffic on Kapiolani Blvd.”

“Kalakaua Ave-Kapiolani Blvd. Traffic, makai bound, making a right turn in the Ewa direction from the right turn channelized lane on Kalakaua Ave., shall yield the right-of-way to traffic on Kapiolani Blvd.”

f. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:

1. By adding thereto the following item:

“Kuaoa St, west (Makaha) and east (Koolau) intersections-Meheula Parkway. Traffic on Kuaoa St., west (Makaha) and east (Koolau) intersections shall stop before entering Meheula Parkway.”

2. By deleting therefrom the following item:

“Kuaoa St., west (Ewa) and east (Koolau) intersections-Meheula Parkway. Traffic on Kuaoa St. west (Ewa) and east (Koolau) intersections shall stop before entering Meheula Parkway.”

g. By amending Schedule XVII of Sec. 15-13.9(a)(4) establishing tow zones–AM Peak by adding thereto the following item:

“Sixteenth Ave., Ewa side, from Harding Ave. to 25’ makai of the mauka property line of 1124 Sixteenth Ave.”

h. By amending Schedule XIX of Sec. 15-13.9(a)(6) establishing tow zones AM/PM Peaks by deleting therefrom the following item:

“Sixteenth Ave., Ewa side, from Harding Ave. to 25” makai of the mauka property line of 1124 Sixteenth Ave.

i. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:

1. By adding thereto the following items:

“Hiapo Pl., within its turnaround area.”

“Kalani St., makai side, distance 90’ Ewa direction from a point 95’ Ewa of the Ewa curb prolongation of McNeill St.”

“Laki Rd., both sides, for its entire length.”

“Laupai St., makai side, distance 70’ Koko Head direction from a point 6’ Waianae of the Waianae curb prolongation of Hauolioli St.”

“Lunalilo Home Rd., Ewa side, distance 475’ makai direction from the makai curb prolongation of Kaumakani St. (mauka intersection).”

“Lunalilo Home Rd., Ewa side, distance 78’ makai direction from a point 334’ makai of the makai curb prolongation of Anapalau St.”

“Lunaliho Home Rd., Ewa side, distance 78’ mauka direction from a point 434’ mauka of the mauka curb prolongation of Anapalau St.”

“Lunalilo Home Rd., Ewa side, distance 104’ makai direction from a point 346’ makai of the makai curb prolongation of Kaumakani St. (mauka intersection).”

“Lunalilo Home Rd., Ewa side, distance 125’ makai direction from the makai curb prolongation of Kaumakani St. (mauka intersection).”

“Lunalilo Home Rd., Koko Head side, distance 120’ mauka direction from the mauka curb prolongation of Kalakua St.”

“Lunalilo Home Rd., Koko Head side, distance 95’ makai direction from a a point 268’ makai of the makai curb prolongation of Anapalau St.”

“Lunalilo Home Rd., Koko Head side, distance 68’ makai direction from a point 312’ makai of the makai curb prolongation of Kaumakani St. (mauka intersection).”

“Lunalilo Home Rd., Koko Head side, distance 17’ makai direction from a point 347’ makai of the makai curb prolongation of Kalakua St.”

“Lunalilo Home Rd., Koko Head side, distance 95’ makai direction from a point 268’ makai of the makai curb prolongation of Anapalau St.”

“Miller St., Ewa side, distance 52’ mauka direction from the mauka curb prolongation of Lusitana St.”

“Pauoa Rd., within its turnaround area.”

“Piipii St., makai side, distance 85’ Koko Head direction from the Koko Head curb prolongation of Koka St.”

“Ulune St., makai side, distance approximately 125’ Koko Head direction from the Koko Head curb prolongation of Kulawea St.”

2. By amending thereto the following items:

Lunalilo Home Rd., Koko Head side, (1) distance 145’ makai direction from makai curb prolongation Kalakua St. and (2) distance 120’ mauka direction from mauka curb prolongation Kalakua St.; to read:

“Lunalilo Home Rd., Koko Head side, distance 197’ makai direction from the makai curb prolongation of Kalakua St.”

Wanaka St., Ewa side, distance approximately 121’ makai direction from the makai curb prolongation of Likini St.; to read:

“Wanaka St., Ewa side, distance approximately 121’ makai direction from the makai curb prolongation of Likini St. (mauka intersection).”

3. By deleting therefrom the following items:

“Kauai St., mauka side, between Puunui and Rooke Aves.”

“Laki Rd., mauka side, distance approximately 55’ Ewa direction from the Ewa curb prolongation of Lanakila Ave.”

“Laki Rd., mauka side, distance approximately 30’ Koko Head direction from the Koko Head curb prolongation of Kealakai St.”

“Laki Rd., mauka side, distance approximately 65’ Ewa direction from a point approximately 100’ Ewa of the Ewa curb prolongation of Kealakai St.”

“Lunalilo Home Rd., Ewa side, from makai property line of 274 Lunalilo Home Rd. to a point 80’ makai of makai driveway of Koko Marina Trade Center, distance approximately 750’.”

“Lunalilo Home Rd., Ewa side, distance 130’ mauka direction from makai curb prolongation of upper portion Kaumakani St.”

“Pensacola St., Ewa side, distance 110’ makai direction from the makai curb prolongation of Prospect St.”

“Wanaka St., Ewa side, distance 60’ makai direction from the makai curb prolongation of Likini St.”

j. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops by amending thereto the following item:

Makakilo Dr., makai side, distance 150’ Waianae direction from the Waianae curb prolongation of Kikaha St.; to read:

“Makakilo Dr., makai side, distance 150’ Waianae direction from a point 55’ Waianae of the Waianae curb prolongation of Kikaha St.”

k. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:

“First Ave., for its entire length, the speed limit shall be 20 miles per hour.”

“Kaulike Dr., for its entire length, the speed limit shall be 20 miles per hour.”

“Koauka St., makai bound traffic in the Koko Head most lane must turn left at Moanalua Rd.”

Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
