NOTICE OF PROPOSED DEMOLITION IN A FLOODPLAIN
EXECUTIVE ORDER 11988

The City and County of Honolulu has approved a grant to Central Oahu Youth Services Association (COYSA) under the Community Development Block Grant (CDBG) program FY07. The grant is to demolish a building currently located at 66-508 Haleiwa Road Haleiwa, Hawaii, Tax Map Key 6-6-013:011. The property is located within Zone VE (coastal flood zone with velocity hazard) flood zone identified on the Federal Insurance Rate Map (FIRM), 15003C0105G, June 02, 2005.

This notice is required by Section 2(a) (4) of Executive Order 11988 for Floodplain Management and is implemented by U. S. Department of Housing and Urban Development (HUD) Regulations found at 24 CFR 55.20(b) for the contemplated action that is within and for affects a floodplain.

The project entails demolition of an abandoned building of approximately 1,200 square feet at 66-508 Haleiwa Road, due to deteriorated conditions and health and safety concerns for youth occupants of the property.

Estimated Cost: $50,000 (CDBG Funds)

Zoning: R-5 Residential District

Area in Flood Zone: Approximately 1,200 square feet

The Department of Community Services (DCS) is preparing a review to determine if there are any practicable alternatives to locating the project in the floodplain, and to identify potential adverse impacts that may result from this project, as well as mitigation measures that may be necessary to protect the floodplain.

Written comments regarding the proposed action should be submitted to Deborah Kim Morikawa, Director, Department of Community Services 715 South King Street, Suite 311, Honolulu, Hawaii 96813 on or before December 13, 2006. The full description of the proposed action may be reviewed at the same address between the hours of 7:45 a.m. and 4:30 p.m., Monday through Friday.
