NOTICE OF RIGHT TO MOVE FOR RECONSIDERATION
AND OR APPEAL OF FINAL ORDER

TO: WILLIAM L. WALTERS and MANA TRADING CO., INC.

YOU ARE HEREBY NOTIFIED that the Commissioner of Securities of the Department of Commerce and Consumer Affairs, State of Hawaii, issued a Final Order against you on September 29, 2006 finding that you have violated the Uniform Securities Act, Chapter 485, HRS, and that, therefore, disciplinary action should be taken against you.
Pursuant to Section 16-201-23, Hawaii Administrative Rules for Administrative Practice and Procedure, you have the right to move the Commissioner to reconsider the Final Order. This request must be in writing and must be served upon the Commissioner of Securities, P.O. Box 40, Honolulu, Hawaii 96810 within ten (10) days from the publication date of this Notice.
Additionally, pursuant to Section 485-23 of the Hawaii Revised Statutes, you may file an appeal with the Circuit Court of the First Circuit of the State of Hawaii in the manner provided in Chapter 91, Hawaii Revised Statutes.
