2006-2007 GAME BIRD HUNTING SEASON

The Department of Land and Natural Resources announces the opening of the 2006-2007 Game Bird Hunting Season on Saturday, November 4, 2006. Department biologists are predicting an average to good season of bird hunting as spring rainfall was high to extremely high this year, but with dry conditions now widespread. The fall game bird hunting season will run through Sunday, January 21, 2007, with legal hunting days on Saturday, Sunday, and State Holidays with exceptions as noted below. Reminder: a game bird stamp is required in addition to a hunting license for all game bird hunting on public and private lands. As provided in Title 13, Chapter 122, “Rules Regulating Game Bird Hunting, Field Trials and Commercial Shooting Preserves,” the following special seasons, conditions, and restrictions will be in effect:

ISLAND OF KAUAI

HUNTING UNITS A, B, E, H AND I on the island of Kauai will be open to game bird hunting as scheduled for the entire 2006-2007 Game Bird Hunting Season. Game bird hunting in these areas will be permitted on Saturdays, Sundays, Mondays, and State Holidays. Hunters planning to hunt in Unit I (Wailua Game Management Area) should review the hunting map at either Rice Gate or the Kondo Gate Hunter Checking Stations to find out which paddocks will be open to bird hunting. Wailua GMA maps are also available at the Lihue State Office Building.

HUNTING UNITS F AND J will be open to the hunting of game birds with archery equipment only during the same period this year.

WAIMEA HEIGHTS SPECIAL GAME BIRD HUNTING AREA, located on western Kauai, will again open this year for the duration of the game bird hunting season. This area includes portions of the former sugar cane land west of Waimea Canyon Road (Highway 550), east of Kokee Road (Highway 552) and north of the makai corn fields. Maps showing the boundaries are posted at the hunter checking stations and are available at the Lihue Forestry and Wildlife Office. The following seasons, special conditions and restrictions will be in effect:
1. General Public Hunting Season: November 4, 2006 through January 21, 2007 on Saturdays, Sundays, Monday and State Holidays.
2. Access to the hunting area will be on foot only. No vehicles will be permitted in the hunting area. Access is only permitted from Kokee Road or Waimea Canyon Road. Absolutely No Hunter Access will be allowed through Pioneer Hi-Bred cornfields (makai fields).
3. Safety Zones shall be in effect within 50 yards of the Kokee and Waimea Canyon Roads, makai cornfields and 300 yards from Waimea Sunset Subdivision and Panini Place residential homes.
4. Hunters must sign in and out at the Waimea Canyon Road-Hwy 550 checking stations at mile marker 1.75 or 3.75, or Kokee Road – Hwy 552 hunter checking station.

PUU OPEA AREA SUGAR CANE LANDS
Sugar cane fields within or adjacent to the Kekaha GMA will again open to game bird hunting. Those lands include portions of the former sugar cane land including Nui Ridge, Nui Valley and Makahoa Ridge. Maps showing the new area are posted at the game bird hunter checking stations and are available at the Lihue Forestry and Wildlife Office. Hunting Season: November 4, 2006 through January 21, 2007 on Saturdays, Sundays, and State Holidays. This area will be closed on Mondays.
Special Conditions and Restrictions:
1. Access into the added hunting area will be on foot only. No vehicles will be permitted in the special hunting area. Approved routes include Kekaha-Marine Road hunter access route and the Mana Tunnels hunter access routes. No hunter access will be permitted through the makai agricultural lands except on approved hunter access routes.
2. Hunters must sign-in and sign-out either at the Kekaha, Mana Tunnels or the Kokee Hunter Checking Stations.

PRIVATE LANDS on the island of Kauai are permitted to be open to game bird hunting on Saturdays, Sundays, Mondays, and State Holidays, at the landowner’s discretion.

ISLAND OF OAHU

KUAOKALA GMA (UNIT 1) AND MOKULEIA PHA (UNIT 2) will be open on weekends and State Holidays from November 4, 2006 through January 21, 2007. Hunters must check in and out of the Kaena Point Satellite Tracking Station Access Road. Species occurring in this area include ring-necked pheasant (common and blue variety), Erckel’s francolin, black francolin, gray francolin, barred dove, and spotted dove, with bag limits as listed in Chapter 122, Rules Regulating Game Bird Hunting. HUNTING OF BLACK AND GRAY FRANCOLINS IS ALLOWED again this year. HUNTING OF WILD TURKEYS IS STILL PROHIBITED in all public and private hunting areas to allow the population to reach a level suitable for hunting in the future.

MAKUA KEAAU PHA (UNIT 3) will be open on weekends and State Holidays. Species occurring in Makua Keaau include ring-necked pheasant (rare), Erckel’s francolin, barred dove and spotted dove, with bag limits as listed in Chapter 122. Common peafowl will be included for this season’s hunt in Makua Keaau. Daily bag limit for peafowl will be one bird, of either sex, per hunter.

WAIANAE KAI (UNIT 4) will be CLOSED to game bird hunting in favor of continued mammal hunting.

PRIVATE LANDS on the island of Oahu will be open to game bird hunting on weekends and State Holidays, at the landowner’s discretion.

MAUI COUNTY

ISLAND OF MAUI

The KULA FOREST RESERVE AND COOPERATIVE LEASE AREA (HUNTING UNIT C) will be open for game bird hunting on Saturdays, Sundays, and State Holidays for the entire season.

The KAHAKULOA GMA (HUNTING UNIT F) will again be CLOSED for game bird hunting, except for a limited game bird season, January 1, January 6 & 7, January 13, 14 &15, and January 20 & 21, 2007. Daily bag limits are as listed in Chapter 122, and game mammal hunting will be closed the above days, with signs posted at the checking station. Hunters can hunt any game bird in Kahakuloa GMA on these days.

ISLAND OF MOLOKAI

The MOLOKAI FOREST RESERVE (HUNTING UNITS C, D, AND E) will be open for game bird hunting on Saturdays, Sundays, and State Holidays for the entire season.

ISLAND OF LANAI

The COOPERATIVE GAME MANAGEMENT AREA (UNITS 1, 2, AND 3) will be open for game bird hunting for the entire game bird season. Access to Hunting Unit 3 will be only by the main perimeter roads (“Guard Road” and “No. 57 Road”). Abandoned field plot roads are closed for safety reasons. Hunters are also reminded that no hunter vehicle access or parking will be allowed on Polihua Road. The only exception is to access Kaena and #7 Road.

ISLAND OF HAWAII

Rainfall, game bird abundance data, and fire conditions in public hunting areas throughout the year lead department biologists to predict fair results for the this year’s game bird season. In addition to weekends and State holidays, Kaohe and Mauna Kea Game Management Areas, Pohakuloa Training Area, and privately owned lands on the Island of Hawaii will be open to hunters on Wednesdays and Thursdays this season. Analysis of annual rainfall data and game bird surveys conducted in September and October 2006 indicate a likely decrease in overall abundance of game bird populations on and around Mauna Kea, particularly California Valley Quail. However, hunter participation and harvest data from previous years suggest that game bird numbers are unlikely to be affected by the number of days hunters are in the field.

MAUNA KEA GMA, KAOHE GMA AND POHAKULOA TRAINING AREA – Due to the timing of two State holidays (Election Day, Nov 7 and Veteran’s Day, Nov 10) hunting on Wednesdays and Thursdays in Mauna Kea GMA, Kaohe GMA and PTA, will be delayed until Wednesday, November 15 and remain open for the duration of the season. Mauna Kea and Kaohe GMA will be open to game mammal hunting on non-bird hunting days.

PORTIONS OF THE POHAKULOA TRAINING AREA (PTA) – Will be made available to hunting when not in conflict with military training activities. Hunters are to call the hunter’s hotline at 969-3474 for information on open days and areas. All persons hunting in PTA will be required to check in and check out at the Department of Defense, Police Quonset Hut near the entrance to the Base Camp. When open, vehicle access in Training Areas 1-4 will be restricted to the Mauna Loa side of the new Saddle Road alignment due to construction work. A safety zone of 100 yards from the highway alignment will be in place. No vehicle traffic will be allowed on the new highway alignment. Hunters may access the Mauna Kea, or northern portions of Areas 1-4 on foot only. Mammal hunting will be open on non-bird hunting days, when not in conflict with training activities.

KAPAPALA COOPERATIVE GAME MANAGEMENT AREA (CGMA) – Hunters must check in and out at the Ainapo Hunter Checking Station located within the ranch, 1.1 miles southwest (Kau side) of the Hawaii Volcanoes National Park boundary mauka of Highway 11. Hunting hours will be from 6:00 a.m. to 6:00 p.m. Personnel operating the Hunter Checking Station will provide information and directions for hunters using the area. Livestock and nene geese are to be avoided, especially if bird dogs are being used.

KIPUKA AINAHOU – Open for game bird hunting on weekends and State Holidays throughout the game bird hunting season. A special permit is required, and is available from the Division of Forestry and Wildlife offices in Hilo and Kamuela and at Puu Huluhulu Hunter Checking Station. Hunters are to avoid nene geese that are in the area. For information on mammal hunting in this area, please call the Hilo DOFAW Office (see phone number below).

ALL PORTIONS OF THE PUU WAAWAA COOPERATIVE GAME MANAGEMENT AREA (Mauka, Makai, Forest Bird Sanctuary) – CLOSED until further notice due to recent fires and continued risk of additional fires in the area at present. Fire risk assessment will continue to determine whether some areas may be opened after November.

PUUANAHULU GAME MANAGEMENT AREA (GMA) – CLOSED until further notice due to recent fires and continued risk of additional fires in the area at present. Fire risk assessment will continue to determine whether some areas may be opened after November.

KAHUA/PONOHOLO RANCH SPECIAL PERMIT AREA – CLOSED until further notice due to recent fire and continued risk of additional fires in the area at present. Fire risk assessment will continue to determine whether some areas may be opened after November.

KAOHE LEASE COOPERATIVE GAME MANAGEMENT AREA will be opened to disabled hunters and youth hunters only, on weekends during the period of November 4-26, 2006. Youth hunters must be fifteen years of age or younger, possess a current State of Hawaii hunting license, and be accompanied by an adult assistant at all times. All hunter assistants must possess a current State of Hawaii hunting license and may not hunt, as they are only there to provide assistance. Disabled hunters must first obtain a DISABLED HUNTERS PERMIT from the Division of Forestry and Wildlife before hunting. Permits are available form DOFAW offices or on the website at www.dofaw.net.

LAUPAHOEHOE AND PIHA SEGMENTS OF THE HILO FOREST RESERVE – CLOSED to game bird hunting.

PRIVATELY OWNED LANDS on the island of Hawaii may be open to game bird hunting on Wednesdays, Thursdays, weekends, and state holidays, at the landowner’s discretion.

FOR ALL AREAS STATEWIDE:

All game bird hunters should be familiar with Title 13, Chapter 122 “Rules Regulating Game Bird Hunting” as well as any changes to those rules outlined by legal notice, prior to hunting.

Hunters will be required to check in and out at established hunter checking stations. First obtain permission from landowners when seeking to hunt on private land. In addition to a valid Hawaii Hunting License, a game bird stamp is also required for all game bird hunting on public and private lands.

Prevent brush fires. DO NOT PARK OR DRIVE IN TALL GRASS!
