JOB NO. 97-10, WKK-14 KILAUEA BOOSTER PUMP STATION

SCOPE OF WORK: The work consists of furnishing and paying for all labor, tools, equipment, and materials necessary for the construction and installation of a duplex booster pump unit, including but not limited to: piping and controls, building, asphalt concrete pavement, pipeline, fencing, electrical work and all other work necessary to provide a complete operational system, in place complete, all in accordance with the plans and specifications, ready for operation at the Kilauea Booster Pump Station Site, Kilauea, Hanalei, Kauai, Hawaii. The work also includes the installation of Supervisory Control and Data Acquisition (SCADA) cabinet, along with antenna mast, for integration with the Departments radio controlled SCADA system.
PLANS AND SPECIFICATIONS: The plans and specifications may be examined and obtained at the Departments office at 4398 Pua Loke Street, Lihue, Kauai. Contract documents may be obtained upon deposit of One Hundred dollars ($100.00) for each set in cash or certified or cashiers check payable to the Department of Water along with a typed page with the Companys name, street address, mailing address, telephone, facsimile numbers and email address.

CONTRACTORS LICENSE: In order to be considered for bid award, all prospective bidders must have a valid State Contractors license, classification A, licensed by the State Contractors License Board in accordance with Chapter 444, HRS; Title 16, Chapter 77, Hawaii Administrative Rules; and statutes amended thereto.
A general engineering contractors and B general building contractors are reminded that due to the Hawaii Supreme Courts January 28, 2002 decision in Okada Trucking Co., Ltd. v. Board of Water Supply, et al, 97 Haw. 450 (2002), they are prohibited from undertaking any work, solely or as part of a larger project, which would require the general contractor to act as a specialty contractor in any area where the general contractor has no license. Although the A and B contractor may still bid on and act as the prime contractor on an A or B project (See, HRS § 444-7 for the definitions of an A or B project), respectively, the A and B contractor may only perform work in the areas in which they have the appropriate contractors license (An A or B contractor obtains C specialty contractors licenses either on its own or automatically under HAR § 16-77-32.). The remaining work must be performed by appropriately licensed entities. It is the sole responsibility of the contractor to review the requirements of this project and determine the appropriate licenses that are required to complete the project.
PRE-BID CONFERENCE: All potential interested bidders, offerors, subcontractors, and union representatives are invited to attend the pre-bid conference on Monday, September 25, 2006, at 9:00 a.m., at the Department of Water Office.
PUBLIC BID OPENING: Held at the Department of Water office on October 19, 2006, at 2:00 p.m.
