Waianae Coast Comprehensive Health Center (WCCHC) is seeking a qualified Contractor for the Construction of a new medical health center. SEALED BIDS will be received at the offices of KOBER HANSSEN MITCHELL ARCHITECTS (KHMA), 55 Merchant Street, Suite 1812, Honolulu, Hawaii, no later than 2:00 PM, Friday, September 1, 2006.

The project is partially funded by the Economic Development Administration (EDA), U.S. Department of Commerce, U.S. Department of Housing & Urban Development, CDBG program via the City & County of Honolulu, and the State of Hawaii, Department of Health, through appropriations made by the Legislature of the State of Hawaii. The IFB is issued under the provisions of the above cited authorities and their Administrative Rules & Regulations. All elements specified in the IFB under the Scope of Work must meet the requirements of the cited authorities.
Starting Wednesday, August 2, 2006, the CONTRACT BID DOCUMENTS are available for purchase at the office of HONBLUE, 501 Sumner Street, Suite 3B1, (tel. 531-4611.)
An INTENT TO BID is required and must be submitted to be eligible to bid. The prospective bidder must submit a written notice of intention to bid within ten (10) calendar days (Tuesday, August 22, 2006) prior to the date designated for opening bids. Notices shall be submitted by 2:00 PM to KHMA, 55 Merchant Street, Suite 1812, Honolulu, Hawaii 96813 or via facsimile to (808) 566-0122.
Bidders shall be licensed in accordance with Chapter 444, HRS, relating to the licensing of Contractors. Bidders attention is directed to Act 352, SLH 1997, relating to the requirement for tax clearances from the State Department of Taxation and the Internal Revenue Service, as a prerequisite to entering into a contract and final payment of a contract.
All bids shall be accompanied by a bid security of five percent (5%) of the total bid amount. Request to withdraw a bid proposal for any reason after bid opening may result in the forfeiture of the bid security.
WCCHC may reject any and all bids and may waive any bid defects whenever WCCHC deems such action is in the best interest of the WCCHC. The determination of the lowest responsible bidder will be made by WCCHC.
A PRE-BID CONFERENCE and SITE INSPECTION is scheduled for Friday, August 11, 2006 at 9:00 AM at the WCCHC Dining Pavilion located at 86-260 Farrington Highway, Waianae, Hawaii. This will be the only opportunity to visit the site during the bid period; therefore attendance at this meeting is encouraged. All interested contractors and subcontractors shall confirm their visit with Kurt Mitchell at (808) 566-5408.
Qualified small and minority business firms and firms owned by women are encouraged to submit bids.
