SEALED BIDS for IFB No.: IFB-006-HHL-011, CONSTRUCTION OF La‘i‘opua Villages, Mass Grading for Village 4 & Village 5 Subdivisions, Kailua-Kona, County of Hawaii State of Hawaii, will be received by the Department of Hawaiian Home Lands (DHHL), Land Development Division, Alii Place Building, 12th Floor, 1099 Alakea Street, Suite 1230, Honolulu, Hawaii until 2:00 p.m., Hawaii Standard Time (H.S.T.), Thursday, August 31, 2006, at which time all bids will be publicly opened and read aloud. Bids received after the time fixed for opening or delivered elsewhere other than specified herein, will not be considered.

This project consists of mass grading of a 62.1-acre parcel (Village 4) and a 24.2-acre parcel (Village 5), use of a 5.4 acre borrow site, and limited miscellaneous improvements in preparation for two proposed residential subdivisions; Village 5 (116 lots) and Village 4 (251 lots).

To be eligible to submit a bid, the Bidder and/or his subcontractors must possess all required valid State of Hawaii licenses and specialty licenses needed to perform the work for this project. A surety bid bond will be required for this IFB.

This project is subject to Section 103D, Hawaii Revised Statutes and to the payment of not less than the prevailing salaries and wages promulgated by the State of Hawaii, Department of Labor and Industrial Relations.

A Cashier\u2019s Check payable to the Department of Hawaiian Home Lands or Cash for $10.00 per compact disc (CD) containing the construction plans, specifications, instructions, terms and conditions and geotechnical report may be obtained on or after July 26, 2006. Personal checks and business checks will not be accepted. Payments are non-refundable.

A NON-MANDATORY PRE-BID MEETING will be held at 9:00 a.m., H.S.T, Wednesday, August 9, 2006, at the Kaniohale Community Center, 74-5100 Haleolono Street, Kailua-Kona, Hawaii 96740, to answer any questions regarding the IFB requirements. There will be no job-site visit for either Village 4, Village 5 or the optional Borrow Site in Village 1 following the pre-bid meeting. However, if requested in writing by 4:30 p.m., H.S.T., Friday, August 4, 2006, DHHL will make arrangements to have the gate at Keanalehu Drive that secures access to Village 4 open for interested bidders between 8:00 a.m. and 11:00 a.m. only on August 9, 2006. All potential interested bidders, offerors, subcontractors and union representatives are invited to attend. Attendance is optional. A written NOTICE OF INTENT TO BID is required and must be received by the DHHL, Land Development Division at 1099 Alakea Street, Suite 1230, Honolulu, Hawaii 96813, no later than ten (10) days prior to the time advertised for opening of bids. Submittal of Notice of Intent to Bid via facsimile at (808) 586-3923 is acceptable.

A properly executed and notarized STANDARD OF QUALIFICATION QUESTIONNAIRE FOR OFFERORS SPO-21 form (\u201DQuestionnaire\u201D), must be submitted to the DHHL for evaluation no later than eight (8) days prior to the time advertised for the opening of bids, unless the bidder has previously filed a Questionnaire within the previous two (2) years of the date of opening of bids or as requested. The Questionnaire can be downloaded at the State Procurement Office website:, under Forms Vendors/Contractors.

Bids must comply with the requirements of the IFB. Bids that do not comply with the IFB may be subject to disqualification. DHHL reserves the right to amend the IFB by written addenda, to reject any and all proposal or to waive any defects in said proposals where DHHL deems it is in the best interest of the State.
