NOTICE TO BIDDERS
(Chapter 103D, HRS)
SEALED BIDS for ALA KINOIKI, PHASE I, FULL DEPTH RECLAMATION, FEDERAL-AID PROJECT NO. STP 0522 (1), DISTRICT OF KOLOA, ISLAND OF KAUAI, will be received at the Office of the Division of Purchasing, Department of Finance, Room 303, County of Kauai, 4444 Rice Street, Lihue, Hawaii 96766 located at Lihue Civic Center Complex, until 2:00 P.M., H.S.T., August 14, 2006, at which time and place they will be publicly opened and read aloud.
The project includes rehabilitation and reconstruction of weakened pavement areas, installing guard rails, adjusting or installing centerline monuments, restriping, installing pavement markers and traffic signs, and dressing of road shoulders.
A pre-bid conference is set for July 31, 2006, 9:30 A.M., H.S.T., at 4444 Rice Street, Moikeha Building, Meeting Rooms 2A & 2B. All interested persons, contractors, subcontractors, and their union representatives (employees) are encouraged to attend, but attendance is not mandatory.

To be eligible to bid, bidders must possess a valid State of Hawaii General Engineering Contractors A license.
Bidder\u2019s notice of intention to bid must be received at said Office no later than 4:00 P.M. H.S.T., August 3, 2006. It is the bidders responsibility to ensure that the Office of the Division of Purchasing receives the notice of intent on time and in a legible condition.
The Director of Finance, County of Kauai, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the U.S. Department of Transportation (Title 49, Code of Federal Regulations Part 21) issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, religion, sex, national origin, age, or disability.
The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246 shall be complied with on this project.
The U.S. Department of Transportation Regulations entitled \u201DParticipation by Disadvantaged Business Enterprise in Department of Transportation Programs\u201D, Title 49, Code of Federal Regulations, Part 26 is applicable to this project.
The contract Disadvantaged Business Enterprise (DBE) goal for this project is indicated in the Proposal.
The bidder is directed to the Supplemental Notice – Disadvantaged Business Enterprise (DBE) Program contained herein and made an integral part of this bid.
Estimated construction cost is between $1 million and $2 million.
The Director of Finance reserves the right to reject any or all proposals and to waive any defects in said proposals for the best interest of the public.
This is a County project funded by the Federal Highway Administration and the County of Kauai.
