SEALED BIDS will be received at the HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII (HCDCH), 677 Queen Street, Suite 300, Honolulu, Hawaii up to 2:00 p.m., July 27, 2006, for the PHYSICAL IMPROVEMENTS TO KAHALE KAHALUU, JOB NO. 05-004-161-F, at which time all bids received will be publicly opened and read aloud.
Bidding documents may be examined at or obtained from the Queen Street Office at the above address or in Hilo at the Lanakila Homes Administrative Office, 600 Wailoa Street, or in Kailua-Kona at the Kahale Kahaluu Management Office, 78-6725 Makolea Street. A cashier’s check (payable to HCDCH) or cash for $10.00 per compact disc (CD) containing the construction plans and specifications is required. Payments are non-refundable.
An INTENT TO BID is required and must be received by the HCDCH at 677 Queen Street, Honolulu, Hawaii no later than 2:00 p.m. on the tenth (10th) calendar day prior to the date designated for opening of bids. Intent forms are included in the bidding documents and are available at the above address. The Notice may be filed by fax at (808) 587-0600/0588. Bidders must possess a valid State of Hawaii Contractor’s “B” License to be eligible to bid.
Bidders shall comply with all requirements of the bidding documents including the Section 3 requirements of the Housing and Urban Development Act of 1968. Written questions may be directed to Miles Okimura at (808) 587-3181 or at the above address and fax number. No questions will be considered less than fifteen (15) calendar days prior to the bid opening.
All bids shall include a line item cost for the State General Excise Tax of 4.166%. Bid security of 5% of the total bid amount is required. Request to withdraw a bid proposal for any reason after bid opening may result in the forfeiture of the bid security.
HCDCH may reject any and all bids and may waive any bid defects whenever HCDCH deems such action is in the best interest of the HCDCH. The determination of the lowest responsible bidder will be made by the HCDCH. The provisions of Section 3 of the Housing and Development Act of 1968 are a requirement of this notice.
The PRE-BID SITE INSPECTION MEETING is scheduled at 9:00 a.m. on June 28, 2006 at the Kahale Kahaluu Management Office, 78-6725 Makolea Street, Kailua- Kona, Hawaii. All interested contractors and subcontractors shall confirm their visit with Mark Sayers at (808) 322-1915. Bidders will not be allowed on the site at any other time. Attendance by all bidders on this project is highly recommended.
