NOTICE OF PUBLIC HEARING
DEPARTMENT OF TRANSPORTATION
OF THE STATE OF HAWAII
HARBOR SYSTEM REVENUE BONDS
SERIES A OF 2006
Notice is hereby given that the Department of Transportation of the State of Hawaii (the Department) will hold a public hearing on June 16, 2006 at 9:00 a.m. at the Harbors Division Conference Room No. 1, Third Floor, 79 S. Nimitz Highway, Honolulu, Hawaii, as part of the public approval of its proposed issuance of harbor system revenue bonds in an aggregate principal amount not expected to exceed $150 million, which may be issued from time to time, in one or more series pursuant to the Departments plan of financing. This notice is being given pursuant to Section 147 of the United States Internal Revenue Code of 1986. The proceeds of the bonds will be used for the purpose of financing or refinancing the cost of dredging and of design, implementation, land acquisition, renovation, purchase, construction, improvements, betterment, extension and replacements to harbor dock, wharf and storage facilities, including equipment and other property functionally related thereto, located at Honolulu Harbor, Oahu; Nawiliwili Harbor, Kauai; Kahului Harbor, Maui and Hilo Harbor, Hawaii. The proceeds may also be used for any project now or hereafter authorized by the Legislature of the State of Hawaii constituting or to constitute part of these harbor facilities and those at Kalaeloa Barbers Point Harbor, Oahu; Kawaihae Harbor, Hawaii; Port Allen Harbor, Kauai; Kaunakakai Harbor, Molokai; and Kaumalapau Harbor, Lanai.
The proposed issuance will consist of harbor system revenue bonds, and the principal of and interest there on will be payable solely from a pledge of and lien upon the revenue of that public undertaking of the State of Hawaii consisting of the Statewide system of harbors of the State of Hawaii. The proposed bonds shall not constitute a general or moral obligation of the State of Hawaii or a charge upon the general fund of the State and the full faith and credit of the State of Hawaii will not be pledged to the payment of the principal or premium, if any, or interest on the proposed bonds.
All interested persons are invited to attend the hearing and express their views regarding the proposed issuance and the Departments plan of financing, either orally or in writing. If written comments are offered, a copy of such comments should be made available to the Department at or before the public hearing.
