The COUNCIL OF THE CITY AND COUNTY OF HONOLULU at its meeting held on April 20, 2006, passed the following bills on Second Reading by the following votes:

BILL 27 (2006), CD1 – LEGISLATIVE BUDGET – The purpose of this bill is to appropriate a total of $13,324,500 for the fiscal year July 1, 2006 to June 30, 2007, Legislative Budget of the City and County of Honolulu.
AYES: Councilmembers Apo, Cachola, Dela Cruz, Djou, Garcia, Kobayashi, Marshall, Tam. – 8.
EXCUSED: Councilmember Okino. – 1.

BILL 28 (2006), CD1 – EXECUTIVE OPERATING BUDGET AND PROGRAM – The purpose of this bill is to appropriate a total of $1,491,508,268 for the fiscal year July 1, 2006 to June 30, 2007, Executive Operating Budget and Program of the City and County of Honolulu.

BILL 29 (2006), CD1 – EXECUTIVE CAPITAL BUDGET AND PROGRAM – The purpose of this bill is to appropriate a total of $631,735,852 for the fiscal year July 1, 2006 to June 30, 2007, Executive Capital Budget and Program of the City and County of Honolulu.

BILL 30 (2006) – GENERAL OBLIGATION BONDS AND BOND ANTICIPATION NOTES – The purpose of this bill is to authorize the issuance and sale of general obligation bonds and bond anticipation notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts appropriated in the capital budget ordinance of said city and county for the fiscal year ending June 30, 2007, and specified in said ordinance to be financed from the proceeds of the sale of such bonds and to be expended from the General Improvement Bond Fund, the Highway Improvement Bond Fund, or the Solid Waste Improvement Bond Fund.

BILL 31 (2006), CD1 – DEPARTMENT OF ENTERPRISE SERVICES – The purpose of this bill is to enhance revenue opportunities for the city by (1) adding provisions to allow the director of enterprise services to enter into co-promotion relationships with tenants in order to bring to the Blaisdell Center Arena, Exhibition Hall, Concert Hall or the Waikiki Shell major popular commercial events where the initial cost of presentation creates a financial risk which would prohibit the tenant from booking the event without a shared risk arrangement; (2) amending provisions to allow the director of enterprise services to cap the percentage rent in order to bring to the Blaisdell Center Arena major popular commercial events with a minimum of two consecutive performances, and (3) amending provisions pertaining to certain rental conditions for nonprofit tenants who are displaced from a contracted date at the Blaisdell Center Concert Hall to allow the use of the facility by another tenant that will provide an event that offers greater financial benefit to the department; be of large public appeal; and offer an attraction to the community that would not otherwise be presented without the availability of the concert hall.

BILL 32 (2006), CD1 – ADMISSION FEES FOR THE HONOLULU ZOO – The purpose of this bill is to increase the non-resident admission fees for the Honolulu Zoo.

BILL 33 (2006), CD1 – TRANSIT FUND – The purpose of this bill is to create a fund to receive and expend monies for the operating or capital costs of a locally preferred alternative for a mass transit project described by Chapter 6, Article 60, Revised Ordinances of Honolulu, and any amendments thereto.
AYES: Councilmembers Apo, Cachola, Dela Cruz, Djou, Garcia, Kobayashi, Tam. – 7.
NOES: Councilmember Marshall. – 1.
EXCUSED: Councilmember Okino. – 1.

BILL 34 (2006), CD1 – SPECIAL RESERVE FUND – The purpose of this bill is to amend Chapter 6, Article 56, Revised Ordinances of Honolulu, 1990 relating to the special reserve fund by: 1) changing the name of the fund, 2) revising certain provisions such as establishing minimum and optimal balances and specifying conditions under which monies from the fund can be used and 3) clarifying its administration.
