NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT
FOR SITE IMPROVEMENTS AND FIELD DRAINAGE IMPROVEMENTS
AT KAHALU‘U REGIONAL PARK
KAHALU‘U, ISLAND OF OAHU, HAWAII

The State Department of Health (“DOH”), tentatively proposes to issue a National Pollutant Discharge Elimination System (“NPDES”) permit to discharge storm water runoff from the Site Improvements and Field Draingage Improvements at Kahalu‘u Regional Park (“Project”) to receiving State waters, subject to special conditions to:

The proposed permit will expire on December 1, 2010.

The City & County of Honolulu’s Department of Design & Construction is proposing to construct various improvements in accordance with the Kahalu‘u Regional Park (KRP) Master Plan approved by City Resolution 94-188. Work consists of Site Improvements at Kahalu‘u Regional Park, and Field Drainage Improvements at Kahalu‘u Regional Park. Site Improvements work consists of site clearing, grading, extension of the KEY Center parking lot, a new asphalt driveway, new concrete walkways, curb ramps, replacement of an existing drain headwall, with a new drain inlet, relocation of an existing subdrain, a new wastewater absorption field, fencing and barriers, irrigation system and landscaping and grassing. Field Drainage Improvements work consists of re-tilling of the existing multi-purpose play field, installation of perforated subdrain pipes, restoration of the existing irrigation system and grassing.

Storm water run-off associated with construction activities from the Project is permitted to discharge to unnamed and named Wetlands, Class 1, Inland Waters, after implementation of Best Managment Practices, with discharge points to the unnamed wetland at: Latitude 21°27’36” N and Longitude 157°50’28” W; to Wetland ‘A’ at Latitude 21°27’34” N and Longitude 157°50’28” W; and to Wetland ‘E’ at: Latitude 21°27’27” N and Longitude 157°50’27” W.

The discharge point is classified by the DOH as Class 1, Inland Waters. The objective of Class 1 waters is to remain in their natural state as nearly as possible with an absolute minimum of pollution from any human-caused source.

Persons wishing to comment upon or object to the proposed NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 days after the date of this notice, either in person or by mail, to:

Copies of the proposed draft permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH office address shown above. Copies may be bought. The draft permit and fact sheet are also available on the internet at http://www.state.hi.us/doh/ eh/cwb/pubntcs/index.html. All comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 days of public notice.

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.
