JOB NO. 98-31
CARBON DIOXIDE REMOVAL SYSTEM FOR PUHI WELLS 2 AND 3
LIHUE, KAUAI, HAWAII

SCOPE OF WORK: Furnishing and installing a carbon dioxide stripping tower system at the Department of Water’s Puhi Well 3. The work also includes connecting waterlines from Puhi Well 2 and 3 to the carbon dioxide stripping tower and from the carbon dioxide stripping tower to the mainline, replacement of existing soda ash tanks at Puhi well 3, reinstallation of existing equipment, furnishing and installing related equipment, piping, fabricated metalwork, painting, electrical, instrumentation and control, site work, and construction of various other associated appurtenances.

PLANS AND SPECIFICATIONS: Bidding documents may be examined and obtained at the Department’s office at 4398 Pua Loke Street, Lihue, Kauai. Bidding documents may be obtained upon deposit of One Hundred Dollars ($100.00) for each set of documents in cash, certified check, or cashier’s check payable to the Department of Water along with a typed page with the Company’s name, street address, mailing address, telephone and facsimile numbers. CONTRACTOR’S LICENSE: All prospective Bidders must be currently licensed by the State of Hawaii, Department of Commerce and Consumer Affairs, Division of Professional and Vocational Licensing.

“A” general engineering contractors and “B” general building contractors are reminded that due to the Hawaii Supreme Court’s January 28, 2002 decision in Okada Trucking Co., Ltd. v. Board of Water Supply, et al, 97 Haw. 450 (2002), they are prohibited from undertaking any work, solely or as part of a larger project, which would require the general contractor to act as a specialty contractor in any area where the general contractor has no license. Although the “A” and “B” contractor may still bid on and act as the “prime” contractor on an “A” or “B” project (See, HRS § 444-7 for the definitions of an “A” or “B” project), respectively, the “A” and “B” contractor may only perform work in the areas in which they have the appropriate contractor’s license (An “A” or “B” contractor obtains “C” specialty contractor’s licenses either on its own or automatically under HAR § 16-77-32.). The remaining work must be performed by appropriately licensed entities. It is the sole responsibility of the contractor to review the requirements of this project and determine the appropriate licenses that are required to complete the project.

PRE-BID CONFERENCE: All potential interested bidders, offerors, subcontractors, and union representatives are invited to attend the pre-bid conference on May 4, 2006, at 8:00 a.m., at the Department of Water Office.

PUBLIC BID OPENING: Held at the Department of Water office on May 25, 2006, at 2:30 pm.
