REQUEST FOR PROPOSALS NOTICE
(Chapter 103D, HRS)

2006 HAWAII HOUSING POLICY STUDY UPDATE
(RFP-PEO-01-06)

The Housing and Community Development Corporation of Hawaii (\u201DHCDCH\u201D), State of Hawaii, in conjunction with the Department of Hawaiian Home Lands (“DHHL”), Office of Hawaiian Affairs (“OHA”), City and County of Honolulu and the housing agencies of the Counties of Hawaii, Kauai, and Maui (“County housing agencies”), requests proposals from qualified Offerors to conduct a 2006 Hawaii Housing Policy Study update. The study entails updating the 2003 Hawaii Housing Policy Study and consists of four major phases: (1) conduct a survey of housing demand in the short-run and long-run and provide measures of the demographic and economic characteristics of Hawaii\u2019s households; (2) update housing inventory tables; (3) revise housing supply/demand models; and (4) provide historic and current information on rental housing statewide.

Copies of the Request for Proposals may be obtained from the HCDCH, 677 Queen Street, Suite 300, Honolulu, Hawaii 96813 between the hours of 7:45 a.m. and 4:30 p.m. for a non-refundable fee of Fifty and No/100 Dollars ($50.00), payable with cashier’s or certified check.

Prospective Offerors are invited to attend an informational meeting to be held on Friday, April 21, 2006 at 10:00 a.m. in the HCDCH Boardroom regarding this solicitation.

Proposals to provide the requested services will be received at the HCDCH until 2:00 p.m. on Wednesday, May 17, 2006. The official time shall be that which is recorded on the time stamp clock of the HCDCH for hand-delivered proposals. All mail-ins postmarked USPS after 12:00 midnight, May 17, 2006, will not be accepted for review and will be returned. Hand deliveries will not be accepted after 2:00 p.m., May 17, 2006. Deliveries by private mail services such as FedEx shall be considered hand deliveries and will not be accepted if received after 2:00 p.m., May 17, 2006.

The HCDCH reserves the right to cancel the request for proposals and reject any and all proposals when it is in the best interest of the State.
