Continuum of Care Programs

Request for Proposals

The Department of Community Services, Community-Based Development Division, requests proposals from qualified nonprofit agencies providing shelter and supportive services to persons experiencing homelessness. Proposals received will be evaluated and prioritized for inclusion into the City’s application to the U.S. Department of Housing and Urban Development (HUD) for the Continuum of Care programs.

Project proposals submitted by qualified organizations will be ranked based on the experience and capacity of the proposing organization, the degree to which the funding request is consistent with HUD’s desire to use Continuum of Care (CoC) funds for housing-related activities, the degree to which CoC funds will be leveraged with other resources, anticipated accomplishments in relation to CoC priorities, the prospects for the long term operation of the proposed project, the participation of the proposer in the local Continuum of Care process, and the ability of the proposing organization to implement its proposed project in a timely manner. Special consideration will be given to projects that provide permanent housing and serve the chronically homeless.

Interested agencies may request a Request for Proposals in electronic format via e-mail by sending an e-mail request to Stephanie On at son@honolulu.gov. A printed copy of the Request for Proposals packet will be made available upon request from the Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii, 96813; please call 527-5314. Proposals must be submitted and time-stamped by 2:00 p.m. on Friday, April 21, 2006 to the Department of Community Services at the above address.

Informational Meeting

The Department of Community Services will have an informational meeting to brief the community on the CoC Programs and to receive input from the community. The informational meeting is open to all members of the community. The meeting will be held on Tuesday, April 4, 2006 from 2 p.m. to 3 p.m. at 200 N. Vineyard Boulevard, 2nd floor, Conference Room 1, Honolulu, Hawaii 96817. Persons needing special accommodations or assistance should contact the Department of Community Services within 72 hours of the informational meeting at 527-5092.
