REQUEST FOR PROPOSALS

The Department of Health is soliciting applications for services to design, build, and populate an integrated air emissions inventory database management system for the Clean Air Branch.

Desired design features of the system include built-in U.S. Environmental Protection Agency (EPA) emission calculators and models; adequate/flexible data storage and recall; a built-in Geographical Interface System; electronic capability to import source data; emission reporting to the U.S. EPA; integrated air dispersion models and meteorological data processors; existing/planned network and database compatibility; and report generation capability.

Population requirements include the import of the existing stationary point source data and the collection and input of activity data to calculate emissions for area, fire, dust, mobile, and biogenic/geogenic sources.

Interested parties should obtain the complete Request For Proposal handout, including the Scope of Services, selection criteria, and contract terms from Ms. Marianne Rossio, Clean Air Branch, Department of Health, 919 Ala Moana Boulevard, Room 203, Honolulu, Hawaii 96814, telephone number (808) 586-4200. Completed proposal packages must be received by the Clean Air Branch no later than 4:00 PM (Hawaii Standard Time) on Monday, May 8, 2006. Proposals may be delivered by hand or sent by mail. Applications received after the specified deadline or submitted by FAX will not be accepted.

The projected duration of the contract is approximately twelve (12) months, with a twelve (12) month maintenance/technical assistance period following the final product delivery. It will also allow extension for up to an additional twenty-four (24) months without re-solicitation, if mutually agreed upon in writing prior to contract expiration. This proposal is subject to available funding and the approval of various State agencies.
