NOTICE TO PROVIDERS OF PROFESSIONAL SERVICES
FOR THE LAND DIVISION
OF THE DEPARTMENT OF LAND AND NATURAL RESOURCES

The Land Division of the Department of Land and Natural Resources anticipates the need for professional services for the fiscal year 2006-2007 (July 1, 2006 through June 30, 2007). The Division seeks qualified professional consultants to submit Statements of Qualifications (SOQ) to provide various services for projects in the areas listed below in the State of Hawaii during fiscal year 2006-2007.

SERVICES REQUIRED FOR ANTICIPATED PROJECT AREAS
€ Real property appraisals for acquisitions, lease reopenings, remnants and easements
€ Real estate development
€ Land use planning
€ Environmental consulting and permitting
€ EA/EIS preparation
€ Regulatory compliance

SUBMITTAL REQUIREMENTS

Firms or individuals interested in being considered for selection for these types of projects and who are qualified to provide such services are invited to submit a letter of interest with Statement of Qualifications within the time period specified below. This application process is intended to pre-qualify businesses for consideration to contract directly with the Division for specific jobs during the coming year.*

The letter of interest must indicate specific discipline(s) of services to be provided. Interested businesses should also submit the following minimum information:
1. Experience & professional qualifications relevant to project type, services that can be provided
2. Past performance on projects of similar scope, including corrective actions & other responses to notices of deficiencies
3. Capacity to accomplish work in required time
4. Proof of professional licensure in the State of Hawaii, if applicable
5. Proof of current insurance coverage

To expedite submission, please complete the State of Hawaii standard DPW Form 120 (rev. 6/99). Facsimile submittals will not be accepted.

Only those who submit their responses to the written questionnaire in DPW Form 120 by the deadline will be considered.

SUBMITTAL DEADLINES

Completed submittals are due to the above address by 4:30 p.m., Wednesday, May 17, 2006. All submittals must be received and time-stamped by DLNR no later than 4:30 p.m., May 17, 2006, to be considered. None will be accepted after this date.

* SELECTION PROCESS FOR AWARDS TO QUALIFYING CONTRACTORS

When the Land Division needs a consultant for a specific project or group of projects, a solicitation with the project scope of services will be sent by telephone facsimile to those on the pre-qualified consultants list who can provide appropriate services. Pre-qualified consultants wishing to respond to the solicitation may submit their names and proposals with bids for the advertised project(s) within the time period specified.

All proposals with bids received by the posted deadline will be reviewed by Division staff. The proposer that offers the “best value” to the State will be selected and offered a contract for the project. “Best value” means the most advantageous offer determined by evaluating and comparing all relevant criteria in addition to price so that the offer meeting the overall combination that best serves the State is selected…” §3-122-1, Hawaii Administrative Rules.
