HCDCH Project Resources
Specialist ($44,064.00+)
Assists with budget preparation and monitors expenditures against approved budget. Reviews the status of housing projects and provides the immediate and long term impact of delays or changes in expenditures, preparing monthly reports summarizing the impact of disbursements and receipts to the various funds.
Four years experience in program analysis and evaluation, program planning, program budgeting or any combination of these areas. Two and half years must have been in project analysis and evaluation.
Contract Specialist (40,716.00+)
This position will review solicitations, contract documents and specifications for major renovations, construction, labor and materials, and maintenance programs; reviews Request for Proposal (RFP), Invitation to Bids (IFB), Request for Qualification, and Request for Interest (RFI), Sole Source and other solicitations for consultants professional services or construction for compliance with applicable Federal and State laws, rules, regulations, and policies. This position requires an in-depth knowledge of State and Federal procurement rules, and experience in developing and monitoring construction contract agreements and cost analyses to ensure requirements are being fulfilled and are in compliance with applicable procurement regulations. Good writing and communication skills.
Bachelors degree; two (2) years of specialized experience in preparing and procuring professional contracts, engineering specifications, legal documents or notices requiring the knowledge and application of pertinent Federal and State Procurement laws, policies and procedures and contract management. In addition, must demonstrate the ability to read statutes, administrative rules, technical manuals, ordinances, excellent communication and interpersonal skills are needed.
