Sealed proposals must be delivered by 4:30 p.m. (HST) April 3, 2006 or must be postmarked by United States Postal Service (USPS) before midnight April 3, 2006. Hand deliveries will be accepted. Proposals received after the deadline will not be considered. (SB05521566 2/27/06)
