NOTICE

The COUNCIL OF THE CITY AND COUNTY OF HONOLULU at its meeting held on February 15, 2006, passed the following bills on Second Reading by the following votes:

BILL 72 (2005), CD1, FD1 – CURBSIDE RECYCLING PROGRAM – The purpose of this bill is to establish an island-wide curbside recycling program.
AYES: Councilmembers Apo, Cachola, Dela Cruz, Djou, Garcia, Kobayashi, Marshall, Okino, Tam. – 9.

BILL 75 (2005) – PERMIT AND LICENSE FEES FOR DRIVING MOTOR VEHICLES – The purpose of this bill is to establish a fee for the issuance of a provisional driver license authorized by Act 72 of the Session Laws of Hawaii, Regular Session 2005.

BILL 80 (2005), FD1 – COUNTY REAL PROPERTY TAX CREDIT – The purpose of this bill is to expand the availability of the real property tax credit.

BILL 81 (2005), CD1 – REAL PROPERTY TAX VALUATIONS – The purpose of this bill is to alleviate the tax burden on homeowners from escalating real property valuations.

BILL 82 (2005), FD1 – REAL PROPERTY TAX CREDITS – The purpose of this bill is to provide a one-time real property tax credit to eligible taxpayers.

BILL 3 (2006), FD1 – REAL PROPERTY TAX EXEMPTIONS FOR LOW-INCOME RENTAL HOUSING – The purpose of this bill is to provide a real property tax exemption for properties that are used as low-income rental housing.

BILL 7 (2006), CD1 – OHANA DWELLINGS – The purpose of this bill is to amend the Land Use Ordinance to delete the maximum floor area restrictions for ohana dwelling units.

BILL 11 (2006) – PARKING OF VEHICLES – The purpose of this bill is to authorize the police department and the department of customer services to remove vehicles left unattended or parked on any public street, road, or highway and the vehicle has any one or more of the following: (1) no valid vehicle registration emblem or an expired vehicle registration emblem; (2) no valid sticker affixed certifying a certificate of inspection as required in HRS Section 286-26 or an expired certificate of inspection sticker; and (3) no valid license plates.

BILL 12 (2006), FD1 – LIMITS ON REAL PROPERTY TAXATION – The purpose of this bill is to establish a new way of setting real property tax rates so that initially, the average real property tax bill for each property, as well as the revenues derived from each class of property, is unchanged from year to year, adjusting for fixed costs.

BILL 14 (2006), FD1 – INTERGOVERNMENTAL RELATIONS – The purpose of this bill is to address intergovernmental agreements and related documentation, in particular; by relaxing the requirement of prior council approval for certain intergovernmental agreements and making minor clarifying amendments.
