NOTICE OF PUBLIC HEARING
PROPOSED AMENDMENT TO THE ENVIRONMENTAL IMPACT STATEMENT RULES,
ENVIRONMENTAL COUNCIL, STATE OF HAWAI‘I

Pursuant to Chapter 91, Hawai‘i Revised Statutes, and Section 343-6, Hawai‘i Revised Statutes, the Environmental Council of the State of Hawaii will receive written comments and hold a public hearing on proposed changes to Hawai‘i Administrative Rules (HAR), Chapter 11-200, Environmental Impact Statements.

The proposed change is to support affordable housing.

The specific change would amend the Hawai‘i Administrative Rules, Section 11-200-8(a), to add another exempt class of action, by adding a new paragraph 11 to read as follows:

11. Acquisition of land and existing structures, including single or multi-unit dwelling units, for the provision of
affordable housing, involving no material change of use beyond that previously existing, and for which the
legislature has appropriated or otherwise authorized funding.


Pursuant to Section 92-3.5, Hawai‘i Revised Statutes, the public may participate in this hearing by attending on the island of O‘ahu on Monday, November 26, 2007, at 12:00 noon in the Keoni Ana Building, 1177 Alakea Street, Room 302, Honolulu, or by videoconference at the following sites which will be opened from 12:00 noon – 2:00 P.M.

Please be advised that the Keoni Ana Video Conference Center on O‘ahu can accommodate up to thirty-five persons.
The Video Conference Center sites on Hawai‘i, Kaua‘i, and Maui can accommodate from ten to fifteen persons at any
given time. Persons desiring to speak are asked to submit two (2) copies of their statement at the Office of Environmental Quality Control (OEQC, see address below) up until 11:00 A.M. on the day of the hearing. Written
statements will also be accepted at the public hearing.
