NEIGHBORHOOD COMMISSION
PUBLIC HEARING NOTICE
NOTICE IS HEREBY GIVEN, by its chairperson, of public hearings to be conducted by the Neighborhood Commission (hereinafter Commission) of the City and County of Honolulu, for the purpose of receiving public testimony on the adoption of the 2007 Revised Neighborhood Plan of the City and County of Honolulu, as amended, (hereinafter Neighborhood Plan) and the adoption of Rules and Procedures of the Neighborhood Commission.
The dates of the public hearings are:
1) November 3, 2007, Saturday, 10 a.m. to 12 p.m.

The purpose for the hearings is to receive public testimony on the complete and comprehensive review and revision of the Revised Neighborhood Plan of the City and County of Honolulu 1986 (1998 Edition) to be known as the 2007 Revised Neighborhood Plan and on the proposed adoption of Rules and Procedures of the Neighborhood Commission. The proposed 2007 Neighborhood Plan sets forth and addresses the powers, duties, functions and rules of the neighborhood boards; the initiation and formation of neighborhoods, the election of neighborhood board members, the review and complaint process, the termination of neighborhood boards, and the amendment of the Neighborhood Plan. The proposed Rules and Procedures of the Neighborhood Commission set forth the powers, duties, functions and procedural rules of the Neighborhood Commission, which establishes policies and provides oversight for the neighborhood board system.
The proposed 2007 Revised Neighborhood Plan is available on-line at http://www. honolulu.gov/nco/drnp.pdf. The proposed Rules and Procedures of the Neighborhood Commission are also available on-line at http://www.honolulu.gov/nco/ncrules.pdf. These documents may also be reviewed by the public at the Neighborhood Commission Offices, 530 South King Street, Room 400, Honolulu Hale, Honolulu, Hawai`i, or 1000 Uluohia Street, Room 312, Kapolei, Hawai`i between the hours of 7:45 a.m. and 4:30 p.m. on regular business days through November 5, 2007. A copy of these documents will also be mailed to any interested person who requests a copy and pays the required fees for the copy and the postage. Requests and payments for mailed copies may be made at the Neighborhood Commission Offices during the times set forth above.
Any interested person desiring to be heard or to submit information, data, views or arguments on the proposed 2007 Revised Neighborhood Plan or the proposed Rules and Procedures of the Neighborhood Commission at the public hearings is requested to register at the public hearing site beginning thirty (30) minutes prior to the starting time of the public hearing, as specified above, and is encouraged to submit twelve (12) copies of their testimony or statements in writing at the same time. All speakers will be limited to a three (3) minute presentation.
Anyone unable to attend the public hearing may file a written statement addressed to: Testimony, Attention Chairperson, Neighborhood Commission, 530 South King Street, Room 400, Honolulu, Hawai`i 96813. Written statements must be received by noon on December 7, 2007.
The Neighborhood Commission Office requests that all oral and written testimony identify the sections of the proposed Neighborhood Plan or the proposed Rules and Procedures of the Neighborhood Commission to which the testimony applies.
