Hawaii Public Housing Authority (HPHA)

On behalf of the State of Hawaii and the employees of Hawaii Public Housing Authority (HPHA), we invite the following highly motivated and dedicated professionals to join our team and make a difference!

Chief Financial Management Advisor ($70,000 – 80,000)

This position is responsible for advising the Executive Director on financial direction for all housing programs, management, leadership, and business planning. Oversees the compliance and conformance of HPHA to U.S. Housing and Urban Development (HUD) financial and performance standards, statutes, rules and policies, state laws and rules, and other applicable best practice financial standards.

Graduation from an accredited four (4) year college or university with a bachelor’s degree in business administration, finance, accounting or a related field of study. Comparable work experience may be substituted for the educational requirement on a year for year basis. Five (5) years of progressive administrative and/or analytical experience that involved designing and administering budget or financial systems; analyzing economic, financial and auditing data; modeling and forecasting financial information; establishing internal financial or auditing controls; developing or revising of standards, policies, procedures, and techniques; program analysis and evaluation, program planning, program budgeting or any combination of these areas; directing a program that provides staff advice and assistance to staff; giving technical advice and direction to management; and preparing and making oral presentations.

Housing Contract Specialist ($43,824+)

The Contract Specialist will be responsible to provide the agency-wide administration of all contract, and procurement activities relating to building contracts for housing development and re-modernization of units; prepares all Request for Proposals (RFP), Invitation for Bids (IFB), Request for Qualifications (RFQ), Request for Interest (RFI), Sole Source and other solicitations for professionals or construction services.

Bachelor’s degree from accredited college or university; excess work experience as described under specialized experience below, which provided knowledge, skills and abilities comparable to those required in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.

Two (2) years of work experience in preparing construction contracts or specifications, and legal notices requiring knowledge and application of pertinent Federal and State procurement laws, policies and procedures and contract management; or two (2) years of work experience in the construction industry which included the responsibility of compliance with specifications and understanding construction management.

Housing Warranty & Inspection Assistant ($39,456+)

Performs inspection and reporting on the construction projects for conformance to plans and specifications, laws and ordinances, verification of progress payment requests, assistance with collection of construction documentation, and assists with incidental procurement which may be necessary for repair or maintenance of the unit or property.

Minimum of two (2) years of college in Engineering or Architecture with one (1) year experience in Building Construction Industry or, High School Graduate with four (4) years of work experience as an architectural or engineering draftsperson, or construction industry experience in maintenance and repair of buildings. Two (2) years of the four (4) must be in a capacity as performing actual field work.
