ON DRAFT AIR PERMIT
REGULATING THE EMISSIONS OF AIR POLLUTANTS
(Docket No. 07-CA-PA-02)
Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on a DRAFT PERMIT presently under review for:
Covered Source Permit (CSP) No. 0088-02-C
Significant Modification Application No. 0088-11
Hybrid Energy Plant
Chevron USA Products Company
Located at 91-480 Malakole Street, Kapolei, Oahu
The DRAFT PERMIT is described as follows:
Covered Source Permit No. 0088-02-C would grant conditional approval for the operation of a proposed new Hybrid Energy Plant at the existing petroleum refinery. The proposed Hybrid Energy Plant consists of two (2) 99 MMBtu/hr steam boilers and one (1) 46 MMBtu/hr combustion turbine with a heat recovery steam generator and a 49 MMBtu/hr duct burner. The steam and approximately 3 MW electrical power production will allow the retirement of the three existing steam boilers within the petroleum refinery.
The proposed Hybrid Energy Plant is subject to the following federal regulations:
40 CFR Part 60, Subpart J – Standards of Performance for Petroleum Refineries;
40 CFR Part 60, Subpart KKKK Standards of Performance for Stationary
Combustion Turbines;
40 CFR Part 60, Subpart Dc Standards of Performance for Small Industrial-
Commercial-Institutional Steam Generating Units;
40 CFR Part 60, Subpart GGG Standards of Performance for Equipment Leaks
of VOC in Petroleum Refineries;
40 CFR Part 60, Subpart QQQ Standards of Performance for VOC Emissions
from Petroleum Wastewater Systems;
40 CFR Part 63, Subpart YYYY National Emission Standards for Hazardous Air
Pollutants for Stationary Combustion Turbines;
40 CFR Part 63, Subpart DDDDD National Emission Standards for Hazardous
Air Pollutants for Industrial, Commercial and Institutional Boilers and
Process Heaters; and
40 CFR Part 63, Subpart CC National Emission Standards for Hazardous Air
Pollutants from Petroleum Refineries.
The ADMINISTRATIVE RECORD, consisting of the APPLICATION and non-confidential supporting materials from the applicant, the permit review summary, and the DRAFT PERMIT, is available for public inspection during regular office hours, Monday through Friday, 7:45 a.m. to 4:15 p.m., at the following location:

All comments on the draft permit and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by May 5, 2007.
Any person may request a public hearing by submitting a written request that explains the party\u2019s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOHs decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.

Comments on the draft permit should address, but need not be limited to, the permit conditions and the facilitys compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.
DOH will make a final decision on the permit after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
