NOTICE TO BIDDERS
(Chapter 103D, HRS)

SEALED BIDS for furnishing all tools, equipment, materials and labor necessary for the construction of \u201DPALANI ROAD SAFETY IMPROVEMENTS,\u201D COUNTY JOB NO. P-3727, FEDERAL-AID PROJECT NO. STP-0190(14), DISTRICT OF NORTH KONA, ISLAND OF HAWAI`I, will be received by the Administration Office, Department of Public Works, Aupuni Center, 101 Pauahi Street, Suite 7, Hilo, Hawai`i 96720-4224 or in the Engineering Division Office, 75-5706 Kuakini Highway, Suite 109, Kailua-Kona, Hawai`i 96740, until August 17, 2006, at 2:00 P.M., when they will be publicly opened and read aloud. Bids received after the time fixed for opening will not be considered.

This project generally consists of demolishing pavement, concrete curb, gutter and sidewalk; constructing Kealakaa Street Extension and reconstructing Palani Road in the location of the intersections with Kealakaa Street and the new Kealakaa Street Extension, including A.C. pavement, concrete curb, gutter and sidewalk, guardrail; relocating hydrants and utility poles; installing drainage structures, traffic signals, signing and striping and appurtenances in accordance with the plans and specifications and has an estimated cost range of $3,000,000.00 to $5,000,000.00.

To be eligible to submit a bid, the Bidder must possess a valid State of Hawai`i, General Contractor’s License A.

The plans and specifications may be examined by the Bidders at the Administration Office, Department of Public Works, Hilo, Hawai`i, and a set of said plans, specifications and forms may be obtained at the Administration Office, Department of Public Works upon receipt of ONE HUNDRED DOLLARS ($100.00) per set, in cash or in the form of a certified check, cashier’s check, or company check, made payable to the Director of Finance, Hilo, Hawai`i, which will be refunded upon the return of said plans, specifications and addenda, if issued, within a period of thirty (30) days after the opening date of proposals, where said returned documents are found to be complete and in satisfactory condition for reuse, at the Director\u2019s discretion.

Prospective bidders must file with the Director of Public Works their \u201DIntent to Bid.\u201D Bidder’s notice of intention to bid must be received at the Administration Office, Department of Public Works no later than ten (10) calendar days prior to the bid opening date. If the tenth day is on a Saturday, Sunday or State holiday, the notice of intention is due on the last working day prior to the due date. All prospective bidder/offerors are invited to attend a pre-bid conference to be held on August 2, 2006, at 9:00 a.m., at the County of Hawai`i, Department of Public Works, Administration Office, 101 Pauahi Street, Suite 7, Conference Room #703, Hilo, Hawai`i 96720-4224. Attendance at the pre-bid conference is not a condition for submitting a bid. Subcontractors and union representatives are invited, but not required to attend. The conference is to provide bidders/offerors with an opportunity to ask questions about the contractual requirements and all technical aspects of the project.

Properly executed and notarized Standard Qualification Questionnaire for Offerors \u201DSQQO\u201D form provided by the Department of Public Works is required to be filed forty-eight (48) hours prior to the bid opening date for evaluation, if either such form had not been filed with the Department within the previous twelve (12) months of the submission of this bid, if there is any material change in your previous responses as they relate to this project, or upon request. The SQQO form is available in hard copy at the Administration Office, Department of Public Works, Phone (808) 961-8321 and for electronic downloading at the Department of Public Works’ website: http://co.hawaii.hi.us/forms/dpwadm.html.

Individuals requiring special accommodations (i.e., sign language interpreter or materials in alternate formats) may call the Department of Public Works at (808) 961-8321, to request them. All such requests shall be received not later than 10 working days prior to the meeting date.

The Director of Public Works reserves the right to reject any or all bids to waive informalities. No bidder may withdraw his bid after the hour set for the opening thereof or before the award of the contract, unless said award is delayed for a period exceeding sixty (60) days.
