The State Department of Health (\u201DDOH\u201D), tentatively proposes to reissue a National Pollutant Discharge Elimination System (NPDES) permit, including a Zone of Mixing (ZOM), to discharge once-through noncontact brine well cooling water, treated process wastewater, treated contaminated storm water runoff from the process areas, and storm water from the Hawaii Refinery to the Pacific Ocean near Barbers Point, Oahu subject to special conditions to:

The Chevron U.S.A. Incorporated operates and maintains its existing Hawaii Refinery, a petroleum refinery facility (SIC Code 2911), located at Barber\u2019s Point, Kapolei, Oahu, Hawaii. The facility refines crude oil, with an average daily production of 55,300 barrels, for the production of various petroleum products. The existing discharges from the facility are made from four (4) outfalls. Outfall Serial No. 001 discharges an average flow of 2.50 million gallons per day (mgd) of once-through noncontact brine well cooling water, treated process wastewater, and treated contaminated storm water runoff. The treatment unit processes applied to the Outfall Serial No. 001 effluent includes oil/gravity separation, air oxidation and ammonia stripping neutralization, aerated lagoons, sedimentation pond, and floatation. The discharge from Outfall Serial No. 001 is made into the Pacific Ocean via a 1,200 feet long outfall at an average depth of 18 feet. Outfall Serial No. 001 is located at coordinates: Latitude 21o18\u201928.2\u201DN; Longitude 158o07\u201921.5\u201DW. Once through noncontact brine well cooling water passing through coolers for the liquified petroleum gas process is discharged at an average flow of 0.914 mgd from Outfall Serial No. 002. The Outfall Serial No. 002 discharge enters the Pacific Ocean, at a depth of three (3) feet, at coordinates: Latitude 21o18\u201957\u201DN; Longitude 158o07\u201915\u201DW. Outfall Serial No. 003 intermittently discharges storm water runoff from approximately 24 acres of primarily unpaved surfaces within the facility. The area associated with Outfall Serial No. 003 is used for storage of scrap equipment and metal for construction activities. The Outfall Serial No. 003 discharge enters the Pacific Ocean at coordinates: Latitude 21o18\u201936\u201DN; Longitude 158o07\u201902\u201DW. Outfall Serial No. 004 intermittently discharges storm water runoff from roadways (both paved and unpaved) located at the southwest corner of the Refinery. During heavy rainfall (i.e., greater than three (3) inches in 24 hours) storm water runoff from the East/West pipeway, cooling tower, and flare areas may also be discharged from Outfall Serial No. 004. The Outfall Serial No. 4 discharge enters the Pacific Ocean at coordinates: Latitude 21o18\u201932\u201DN; Longitude 158o07\u201900\u201DW.
The Pacific Ocean receiving waters for the four (4) outfalls is designated a \u201DClass A, Dry Open Coastal Water\u201D under Section 11-54-6(b)(2)(B), Hawaii Administrative Rules. Protected beneficial uses of Class A waters include recreation, aesthetic enjoyment, and the protection and propagation of fish, shellfish and wildlife.
The proposed ZOM is described as the area of radius 1,500 meters (4,875 feet) about the discharge form Outfall Serial No. 001 located at coordinates: Latitude 21o18\u201928.2\u201DN; Longitude 158o07\u201921.5\u201DW. The proposed ZOM is only for the continued assimilation of the Outfall Serial No. 001 discharge.
Persons wishing to comment upon or object to the proposed draft NPDES permit or to request a public hearing, should submit their comments or requests in writing no later than 30 days after the date of this notice, either in person or by mail, to:

Copies of the proposed draft permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH office address shown above. All comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least thirty (30) days of public notice.
If DOH\u2019s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit, including the ZOM, and this action will be final.
