Notice is hereby given that the Council of the County of Kaua’i will hold a public hearing on Wednesday, September 20, 2017 at 1:30 p.m., or soon thereafter, at the Council Chambers, 4396 Rice Street, Room 201, Historic County Building, Lihu’e, on the following:
Bill No. 2662
A BILL FOR AN ORDINANCE TO AMEND SECTION 2, ORDINANCE NO. 891 AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE COUNTY OF KAUA’I FOR THE PURPOSE OF FINANCING CERTAIN PUBLIC IMPROVEMENTS AND REFUNDING CERTAIN BONDS OF THE COUNTY; FIXING OR AUTHORIZING THE FIXING OF THE FORM, DENOMINATIONS, AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THE SALE OF SUCH BONDS TO THE PUBLIC
As advised by the County of Kaua’i’s Bond Counsel, the purpose of this Bill is to amend Section 2 of Ordinance No. 891, which incorporates the Capital Improvement Projects (CIP) outlined in the County of Kaua’i’s Capital Budget Ordinance for Fiscal Year 2017-2018, to receive proper financing through General Obligation Bonds. Procedurally, this amendment is necessary to assure that any new CIP Projects are in accordance with the Bond Ordinance.

B-2017-821, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUA’I, STATE OF HAWAI’I, FOR THE FISCAL YEAR JULY 1, 2017 THROUGH JUNE 30, 2018, BY REVISING THE AMOUNTS ESTIMATED IN THE SEWER FUND (Wailua Waste Water Treatment Plant (Operating Budget) – $500,000.00)
This Bill proposes to amend Ordinance No. B-2017-821, Kaua’i County Code 1987, as amended, relating to the Operating Budget of the County of Kaua’i, State of Hawai’i for the Fiscal Year July 1, 2017 through June 30, 2018, for the purpose of appropriating $500,000 from the Equity / Fund Balance – Unassigned account to the Contribution To Sewer Trust Fund-CIP account to fund the design work related to the National Pollutant Discharge Elimination System (NPDES) effluent modifications.

A BILL FOR AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE COUNTY OF KAUA’I FOR THE PURPOSE OF FINANCING CERTAIN PUBLIC IMPROVEMENTS; FIXING OR AUTHORIZING THE FIXING OF THE FORM, DENOMINATIONS, AND CERTAIN OTHER DETAILS OF SUCH BONDS AND PROVIDING FOR THE SALE OF SUCH BONDS TO THE PUBLIC; AUTHORIZING THE ISSUANCE AND SALE OF BOND ANTICIPATION NOTES; AND PROVIDING FOR OTHER MATTERS AND ACTIONS PERTAINING TO THE ISSUANCE AND SALE OF THE BONDS
This Bill proposes to authorize the issuance and sale of General Obligation Bonds in an aggregate principal amount not to exceed $26,000,000, for the purpose of funding all or a portion of the appropriations for public capital improvement projects of the County of Kaua’i.
All interested persons who wish to present their comments may do so at the public hearing. Written testimony prior to the hearing would be appreciated. Written testimony can be submitted to the Office of the County Clerk, Council Services Division by mail, facsimile, or via E-mail to counciltestimony@kauai.gov. Copies of the proposed Bills are available at the Office of the County Clerk, Council Services Division.
(The Council Committee or Council may amend these Bills at its subsequent meetings. Meeting notices are posted at least 6 days in advance at the County Clerk’s Office and the public may also testify at any of these meetings.)
