NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Liquor Commission of the City and County of Honolulu
will hold a public hearing in the hearings room of the Liquor Commission, Pacific Park Plaza Building,
711 Kapiolani Boulevard, Suite 600, Honolulu, Hawaii, on Thursday, August 31, 2017, at 4:00 p.m., to
consider the adoption of amended Rules of the Liquor Commission of the City and County of Honolulu.
The purpose of the proposed amended Rules is the implementation of increased liquor license
fees and related processing, permitting, and filing fees. The specific proposed amended Rules are
summarized below:
§3-81-17.51. License Fees. Restores ending fund balance amount to 20 percent level permitted by HRS
§281-17.5(e); increases basic license fees for FY18 and FY19; establishes basic and additional
license fees for certain class categories that were previously omitted; and increases fees for
solicitors’ and representatives’ permits to $210 (General), $130 (Beer and Wine), and $9 (Alcohol).

§3-81-17.58. Trade Name; Change; Fee. Increases trade name change processing fee to $45.00.
§3-82-33.11. Applications for Individual Permits to Receive Shipments of Liquor. Increases
individual shipment permit fee to $18.00.
§3-82-33.6. Direct Shipment of Wine by Wineries. Increases annual direct wine shipper permit fee
to $180.00.
§3-83-54.1. Filing Fees. Increases new and transfer application filing fee to $375.00.
Those persons wishing to testify at this hearing may register prior to the hearing at the hearing
site and are encouraged to submit one copy of their testimony by hand delivery, fax, mail, or email.
Attendance at the public hearing is not a prerequisite for submission of testimony. Written testimony that
is received by 4:30 p.m., Wednesday, August 30, 2017, at the below address by hand delivery, fax, mail,
or email will be included with the record of the hearing.
