HANAPEPE-ELE’ELE BOOSTER PUMP REPLACEMENTS
ELE’ELE, KAUA’I, HAWAI.I
Pursuant to Chapter 103D, HRS, SEALED TENDERS will be received up to 2:00 p.m., Hawaiian Standard Time (HST) on Friday, August 11, 2017, at the Office of the Department of Water, Lihu’e, Kaua’i, Hawai’i. Proposals received after the date and time specified above shall be rejected.
The Manager and Chief Engineer also reserves the right to reject any or all proposals, in whole or in part, if deemed to be in the best interest of the County.
Proposals must be signed in ink by the person or persons duly authorized to sign proposals in the space provided for signature on the proposal form.
PROPOSERS ARE HEREBY NOTIFIED THAT EVIDENCE OF THE AUTHORITY OF THE PERSON(S) SIGNING THE PROPOSAL DOCUMENT IS REQUIRED TO BE INCLUDED WITH THE PROPOSAL DOCUMENTS. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL BE CAUSE OF REJECTION OF THE PROPOSAL AS BEING NON-RESPONSIVE.
SCOPE OF WORK: This contract consists of furnishing all materials, labor, tools, equipment, and appurtenances required to provide and install two (2) booster pumps, two (2) fixed aluminum louvers for the existing Booster Pump Building, discharge piping, and MCC as specified in the plans and specifications. The work is located at the existing Hanapepe-Ele`ele Booster Pump site, off Ko Road. All work shall be in-place complete and in accordance with the plans and specifications.
PLANS AND SPECIFICATIONS: The contract documents are to be downloaded electronically. Please email the Department of Water Deputy Secretary, Christine Erorita at cerorita@kauaiwater.org for instructions to download the documents required. Proposers who download documents electronically shall be responsible for any and all costs related to printing or reproducing the items as required for proposal submission. All prospective offerors must be currently licensed by the Hawai’i Department of Commerce and Consumer Affairs, Division of Professional and Vocational Licensing.
“A” general engineering contractors and “B” general building contractors are reminded that due to the Hawai’i Supreme Court’s January 28, 2002 decision in Okada Trucking Co., Ltd. v. Board of Water Supply, et al., 97 Haw. 450(2002), they
are prohibited from undertaking any work, solely or as part of a larger project, which would require the general contractor to act as a specialty contractor in any area where the general contractor has no license. Although the “A” and “B” contractor may still submit a proposal on and act as the “prime” contractor on an “A” or “B” project (See, HRS §444-7 for the definitions of an “A” or “B” project), respectively, and the “A” and “B” contractor obtains “C” specialty contractor’s licenses either on its own, or automatically under HAR §16-77-32.). The remaining work must be performed by appropriately licensed entities. It is the sole responsibility of the contractor to review the requirements of this project and determine the appropriate licenses that are required to complete the project.
PRE-PROPOSAL CONFERENCE: All potentially interested proposers, subcontractors, and union representatives are invited to attend the pre-proposal conference on Thursday, July 13, 2017 at 9:00 a.m., at the Department of Water Office.
