Notice of Public Hearing

The State Office of Community Services is eligible for $206,123 in federal funds from the U.S. Department of Energy for the Weatherization Assistance Program (WAP). This statewide program enables low-income households to reduce their energy costs by providing them energy conservation education and whole house weatherization services based upon a federally-approved energy audit process. Depending on individual eligibility, these weatherization measures may include low-flow shower heads and faucet aerators, compact fluorescent lights (CFLs) or light emitting diodes (LEDs), advance power strip, hybrid heat pump water heater or solar water heater installation, air conditioner replacement, and refrigerator replacement. Eligible low-income clients must be at or below200% of the Federal Poverty Guidelines established by the U.S. Department of Health and Human Services, and priority is given to elderly people, people with disabilities, families with children, high residential energy users, and households with high energy burden. Household categories include: (1) single family and multi-family residences and (2) renters’ residences. The program will be in effect from October 1, 2017 to September 30, 2018.

A public hearing on the WAP State Plan is scheduled for Friday, July 14, 2017 at 9:30 a.m. at the Office of Community Services, 830 Punchbowl Street, Room 420, Ke’elikolani Building, Honolulu, HI 96813. The proposed WAP State Plan is available for review on the OCS website (http://labor.hawaii.gov/ocs/) or can be provided by email (dlir.ocs@hawaii.gov) or mail upon request. Persons with special needs, including oral language services, should call OCS at (808) 586-8675 by Friday, July 7, 2017, to make arrangements.

The public is welcome to attend and provide comment at the hearing. Written comments may be submitted to OCS (email: dlir.ocs@hawaii.gov, mail: Office of Community Services, 830 Punchbowl Street, Room 420, Honolulu, Hawaii 96813, fax: (808) 586-8685) by Thursday, July 13, 2017, for consideration at the hearing. Information received will be considered prior to final submittal of the WAP State Plan to the U.S. Department of Energy.
