I hereby certify that the following Bills passed first reading at the meeting of the Hawai’i County Council on May 17 and 18, 2017, by vote as listed below:

Bill 29 (Draft 2): Amends Chapter 2, Article 4, of the Hawai’i County Code 1983 (2016 Edition, as Amended), by Adding a New Section Relating to Temporary Positions. Requires the Human Resources Director to notify the Council of any person employed under a contract for less than 90 days if the salary is $2,500 or more per month, and the temporary position is unrelated to a state of emergency declaration. AYES: Council Members Chung, David, Eoff, Kanuha, Lee Loy, O’Hara, Richards, and Chair Poindexter – 8; NOES: None; ABSENT: Council Member Ruggles – 1; EXCUSED: None.

Bill 33: Amends Ordinance No. 16-72, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2017. Appropriates revenues in the State Grants – Safe Routes to School (SRTS) Program Grant account ($86,468.50); and appropriates the same to the Safe Routes to School Program Grant account. AYES: Council Members Chung, David, Eoff, Kanuha, Lee Loy, O’Hara, Richards, and Chair Poindexter – 8; NOES: None; ABSENT: Council Member Ruggles – 1; EXCUSED: None.

Bill 34: Amends Ordinance No. 16-73, as Amended, Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2016, to June 30, 2017. Adds the Parks and Recreation Kuawa Street New Sports Fields Development – Fair Share Project for $400,000 to the Capital Budget. Funds for this project shall be provided from Fair Share Contributions ($400,000). AYES: Council Members Chung, David, Eoff, Kanuha, Lee Loy, Richards, and Chair Poindexter – 7; NOES: None; ABSENT: Council Members O’Hara and Ruggles – 2; EXCUSED: None.

Bill 11 (Draft 2): Establishes an Operating Budget for the County of Hawai’i for the Fiscal Year July 1, 2017, to June 30, 2018. Proposed Operating Budget for fiscal year ending June 30, 2018, includes estimated revenues and appropriations of $491,241,880. AYES: Council Members David, Eoff, Lee Loy, O’Hara, Richards, Ruggles, and Chair Poindexter – 7; NOES: Council Member Kanuha – 1; ABSENT: Council Member Chung – 1; EXCUSED: None.

Bill 12 (Draft 3): Relates to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2017, to June 30, 2018. Proposed Capital Budget for fiscal year ending June 30, 2018, includes 62 projects requiring a total appropriation of $196.757 million, of which approximately $119.892 million are intended to be funded in whole or part by bonds, $67 million are to be funded by the State Revolving Loan Fund, $9.8 million are to be funded by federal funds, and $45,000 are to be funded by fair share contributions. AYES: Council Members Chung, David, Eoff, Kanuha, Lee Loy, O’Hara, Richards, Ruggles, and Chair Poindexter – 9; NOES: None; ABSENT: None; EXCUSED: None.

Bill 35: Amends Chapter 19, Article 11, Section 19-90(e), Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to The Minimum Tax. Raises the minimum real property tax from $100 to $200, and raises the minimum tax for those who receive a home exemption or a totally disabled veterans exemption from $75 to $150, $50 to $100, and $25 to $50; all per graduated scale based assessments. Also eliminates the minimum tax for properties assessed at a market value of $500 or less. AYES: Council Members Chung, David, Eoff, O’Hara, Richards, and Chair Poindexter – 6; NOES: Council Member Ruggles – 1; ABSENT: Council Members Kanuha and Lee Loy – 2; EXCUSED: None.

Bill 36: Amends Chapter 19, Article 10, Section 19-71(d), Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Homes. Adds two new exemption categories for real property owned and occupied as a principal home: (1) for homeowners between 75 and 80 years old; and (2) for homeowners 80 or more years old. AYES: Council Members Chung, David, Eoff, Kanuha, Lee Loy, O’Hara, Richards, Ruggles, and Chair Poindexter – 9; NOES: None; ABSENT: None; EXCUSED: None.
