TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2017-5 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE III OF SECTION 15-6.3 ESTABLISHING RIGHT/LEFT TURN ON RED; SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT OF WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVI OF SECTION 15-16.1 ESTABLISHING TIME LIMIT PARKING; SCHEDULE XXXIV of SECTION 15-18.3(c) ESTABLISHING BICYCLE LANES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) in the following particulars:
1. By adding thereto the following item:
“Aliipoe Dr-Ulune St.”
2. By amending thereto the following item:
Kulawea St-Ulune St.; to read:
“Halewiliko St-Kulawea St-Ulune St.”
b. By amending Schedule III of Sec. 15-6.3 establishing right/left turn on red by adding thereto the following items:
“Kulawea St. No turn on red from Kulawea St. into Ulune St. in both directions.”
“Kulawea St. No turn on red from Kulawea St. into Halewiliko St.
“Ulune St. No turn on red from Ulune St. into Kulawea St. in both directions.”
“Ulune St. No turn on red from Ulune St. into Halewiliko St.”
c. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Halawa Hgts. Rd., City-owned portion.”
“Hoomaalili St., for its entire length.”
“Hoomanao St., for its entire length.”
d. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns by adding thereto the following item:
“N. King St. No left turn from N. King St. into Farrington High School’s parking lot in the Koko Head direction, 7:00 to 8:00 a.m. and 2:00 to 3:30 p.m. school days only.”
e. By amending Schedule XIII of Sec. 15-11.2(c) establishing yield right-of-way by adding thereto the following item:
“Halewiliko St-Ulune St. Traffic on Halewiliko St. shall yield the right-of-way to traffic at the intersection of Ulune and Kulawea Sts.”
f. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:
1. By adding thereto the following items:
“Haona St. (southern intersection)-Kioe St. Traffic on Haona St. (southern intersection) shall stop before entering Kioe St.”
“Hoomaalili Pl-Hoomaalili St. Traffic on Hoomaalili Pl. shall stop before entering Hoomaalili St.”
“Hoomaalili St-Hoowalea St. Traffic on Hoomaalili St. shall stop before entering Hoowalea St.”
“Hoomanao St-Hoomaalili St. Traffic on Hoomanao St. shall stop before entering Hoomaalili St.”
“Hoomanao St-Hoowalea St. Traffic on Hoomanao St. shall stop before entering Hoowalea St.”
“Hoowalea St-Hoomahana St. Traffic on Hoowalea St. shall stop before entering Hoomahana St.”
“Kioe St. (eastern approach)-Kioe St. (northern approach). Traffic on Kioe St. (eastern approach) shall stop before entering Kioe St. (northern approach).”
“Puumakani St-Halawa Hgts. Rd. Traffic on Puumakani St. shall stop before entering Halawa Hgts. Rd.”
2. By deleting therefrom the following item:
“Aliipoe St-Ulune St. Traffic on Aliipoe St. shall stop before entering Ulune St.”
g. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours by deleting therefrom the following item:
“S. Beretania St., mauka side, between Punahou and Piikoi Sts.”
h. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Auahi St., makai side, distance 70’ Koko Head direction from the Koko Head curb prolongation of Keawe St.”
“S. Beretania St., mauka side, between Punahou and Piikoi Sts.”
“Dole St., makai side, distance 585’ Koko Head direction from a point 1170’ Koko Head of the Koko Head curb prolongation of East-West Rd. (except for portion covered under Schedule 25).”
“Hoomaalili Pl., eastern side, for its entire length and including its turnaround area.”
“Hoomaalili St., southern side, for its entire length and including its turnaround area.”
“Hoomanao St., eastern side, for its entire length.”
“Hoowalea St., eastern side, distance 95’ northerly direction from the northern curb prolongation of Hoomahana St.”

“Kaupuni Pl., within its Ewa turnaround area.”

“Halawa Hgts. Rd., both sides, from Fernridge Pl. to Palaialii Pl. including its mauka terminus except for portions covered under Sched. 25.”
Kaala St., mauka side, distance 186’ Koko Head direction from a point 87’ Koko Head of Koko Head curb prolongation of University Ave., 6:30 a.m. to 8:30 a.m., Monday to Saturday except holidays; to read:
“Kaala St., mauka side, distance 186’ Koko Head direction from a point 87’ Koko Head of the Koko Head curb prolongation of University Ave., 6:30 to 8:30 a.m. and 2:00 to 4:00 p.m., school days only.”
Ulune St., mauka side, distance 100’ Ewa direction from a point 40’ Koko Head of the Koko Head curb prolongation of Kaimakani St.; to read:
“Ulune St., mauka side, distance 195’ Ewa direction from a point 40’ Koko Head of the Koko Head curb prolongation of Kaimakani St.”
Ulune St., makai side, distance 112’ Ewa direction from the Ewa curb prolongation of Kulawea St.; to read:

Waipio Uka St., Koko Head side, distance 68’ mauka direction from a point 10’ makai of the makai curb prolongation of Manino St.; to read:

3. By deleting therefrom the following item:

i. By amending Schedule XXIV of Sec. 15-15.1(d) establishing curb loading zones in the following particulars:
1. By adding thereto subsection (a) passenger loading zones the following item:
“Richards St., Ewa side, distance 40’ mauka direction from a point 116’ mauka of the mauka curb prolongation of S. King St.”
2. By amending thereto subsection (a) passenger loading zone the following item:
Richards St., Ewa side, distance 95’ mauka direction from a point 215’ mauka of the mauka curb prolongation of S. King St.; to read:
“Richards St., Ewa side, distance 68’ mauka direction from a point 319’ mauka of the mauka curb prolongation of S. King St.”
j. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops by adding thereto the following item:
“Dole St., makai side, distance 150’ Koko Head direction from a point 1215’ Koko Head of the Koko Head curb prolongation of East-West Rd.”
“Halawa Hgts. Rd., Ewa side, distance 125’ makai direction from a point 80’ makai of the makai curb prolongation of Palaialii Pl.”
k. By amending Schedule XXVI of Sec. 15-16.1 establishing time limit parking by amending thereto the following item:
Kaala St., mauka side, distance 186’ Koko Head direction from a point 87’ Koko Head of Koko Head curb prolongation of University Ave., 8:30 a.m. to 6:00 p.m., except Sundays and holidays; to read:
“Kaala St., mauka side, distance 186’ Koko Head direction from a point 87’ Koko Head of the Koko Head curb prolongation of University Ave., 8:30 a.m. to 2:00 p.m. and 4:00 to 6:00 p.m., except Saturdays, Sundays and State Holidays.”
l. By amending Schedule XXXIV of Sec. 15-18.3(c) establishing bicycle lanes by adding thereto the following item:
“S. Beretania St., mauka side, between University Ave. and Alapai St.”
m. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:
“S. Beretania St., Ewa bound traffic in the mauka most lane must turn right at Piikoi St., except City buses and bikes.”
“Ulune St., Koko Head bound motorists, left turn into Kulawea St. only.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
